The thesis has as object of interest the open public spaces of two neighbourhoods in Milano that have recently undergone major urban transformations. The goal is to figure out whether the new spaces have positive impacts on the context in which they are located, if they relate to existing spaces and if they constitute a point of interest for the community. Public spaces such as squares, parks and streets are indeed a vital urban element to provide opportunities for interaction and leisure. The first chapter describes the public spaces for the role they have in securing a number of important functions within the city and their influence on the well-being of a community. The second chapter focuses on Milano. On the one hand, it analyses how the public spaces evolved in relation to urban expansion. On the other, it explores the trends that succeeded one another in terms of planning, in particular with regard to the reconversion of abandoned areas, an important practice that has allowed the city to develop new enjoyable spaces. The third chapter discusses the open spaces evaluation methods used at international level. Starting from those, a qualitative method to access public spaces is outlined. It is based on a set criteria, grouped in physical qualities of the spaces and ways in which the space is used. The next two chapters consist of an analysis of the two neighbourhoods under review, Garibaldi and Portello, organized according to two methods: the first is a traditional urban analysis; the second is more "innovative", based on quality. The first type of analysis includes historical, morphological and infrastructure aspects. Open spaces (sidewalks, parks and bike lanes) are examined as well. After that, the work deals with the urban transformations of the two neighbourhood, in particular with Programmi Integrati di Intervento, which in both cases are in the focus of the conversion of the areas. The second type of analysis, the qualitative one, applies the method outlined in the third chapter. Within each neighbourhood, the most significant pedestrian routes are selected. They allow to organize the use of space in the area and more particularly to identify the open spaces that serve as centralities. The centralities, which belong both to the consolidated city and to the new projects, are the subject of the qualitative assessment. The evaluation shows that some new areas are already used regularly by the community, others are very critical. Finally, by combining the results of all the analysis conducted, the major weaknesses of the open spaces of the two districts are highlighted. From them, suggestions and guidelines for a further improvement are given.

La tesi ha come oggetto di interesse gli spazi aperti di due quartieri Milanesi che hanno subito di recente importanti trasformazioni urbane. L’obiettivo è quello di capire se i nuovi spazi hanno impatti positivi sul contesto in cui si collocano, se si relazionano con gli spazi preesistenti e se costituiscono luogo di interesse per la comunità. Gli spazi pubblici come le piazze, i parchi e le strade sono infatti un elemento urbano fondamentale per fornire opportunità di interazione e svago. Il primo capitolo descrive gli spazi pubblici per il ruolo che hanno nel garantire alcune importanti funzioni all’interno del tessuto di una città e per l’influenza sul benessere di una comunità. Il secondo capitolo si sofferma su Milano. Da un lato, si analizza come si sono evoluti gli spazi pubblici in relazione all’espansione urbana. Dall’altro, si approfondiscono le tendenze susseguitesi in tema di pianificazione, in particolare per quanto riguarda la trasformazione di aree dismesse, un’importante pratica che ha permesso alla città di dotarsi di nuovi spazi fruibili. Il terzo capitolo cita i più noti metodi di valutazione degli spazi aperti usati a livello internazionale. A partire da essi viene delineato un nuovo metodo di valutazione qualitativa, basato su una serie di criteri, suddivisi per qualità fisiche dello spazio e per modo in cui lo spazio è utilizzato. I due capitoli successivi affrontano un’analisi dei due quartieri Milanesi in esame, Garibaldi e Portello, secondo due metodologie: la prima è un’analisi urbana tradizionale; la seconda è un’analisi più “innovativa”, basata sulla qualità. Il primo tipo di analisi include gli aspetti storici, morfologici e infrastrutturali. Vengono poi presi in esame gli spazi aperti (aree verdi, marciapiedi, piste ciclabili). Si indagano le trasformazioni urbane dei due quartieri, soffermandosi sui Programmi Integrati di Intervento, che in entrambi i casi costituiscono in fulcro della riconversione. Il secondo tipo di analisi, quella qualitativa, applica il metodo delineato nel terzo capitolo. All’interno di ciascun quartiere vengono selezionati i percorsi pedonali più significativi, che permettono di organizzare l’uso dello spazio nell’area e più in particolare di individuare gli spazi aperti che fungono da centralità. Le centralità, che appartengono sia alla città consolidata che ai nuovi progetti, sono l’oggetto della valutazione qualitativa. La valutazione permette di comprendere che alcuni spazi nuovi sono già utilizzati stabilmente dalla comunità, altri presentano forti criticità. Infine, aggregando i risultati emersi da tutte le analisi condotte, vengono evidenziati i maggiori punti di debolezza degli spazi aperti dei due quartieri e a partire da essi vengono delineate delle linee guida per un successivo intervento progettuale.
