Il caso del Montebellunese, tra non più e non ancora : indagini su un territorio resiliente

The thesis aims to reconstruct a local territorial system well known within the Veneto regional context: the "Montebelluna territory." The study is carried out in the frame of a grid according to four different interpretational keys, in which one by one are explored literature and the case study, to get to define what does "no longer" exist and what on the contrary "not yet" occur in the “Montebellunese” context. The keys of interpretation are some of the most discussed territorial issues in the last forty years, touching four areas that make up the identity of the case study such as production, socio-economic structure, the settlement system and the institutional one. Thus, the analytical grid constructed is intended to clarify how the rhetoric of literature and territorial policy, urban planning and economic is on the same page of the reality of the case analyzed. The examination and criticism of the theories selected will then provide an insight into the reality of a vital and emblematic area for the Region Veneto, such as the Montebelluna territory, in which the relationship territory-enterprise has often been the only analyzed, but not the only necessary to construct a territorial exhaustive framework. Is the territory able to proactively address the situation of prolonged crisis? What are its strengths and weaknesses? What is the relationship today between businesses and the territory in which they were born and still insist part of the production cycle? On which asset and values will the territory rely in the future to continue to be attractive for creative talents and industrial investment? How the government is reacting and how local institutions should be modified to facilitate the inclusion of new actors, ideas and economic and social projects? What is the status of the settlement system and how it may evolve in the future? Is a large scale governance present or not and is it at the right level to interpret the potential, in terms of resilience and transcalarity, of this territory? These are some of the questions to which the thesis aims to answer, especially in its conclusion.

L’elaborato di tesi mira a ricostruire un sistema territoriale locale ben noto all’interno del contesto regionale veneto: il “territorio del Montebellunese”. L’indagine effettuata è la cornice nella quale vengono esplorati la letteratura e il caso studio volta per volta secondo quattro chiavi interpretative, per arrivare a definire in ciascuna ciò che “non è più” e ciò che al contrario “non è ancora” nel contesto Montebellunese. Le chiavi di interpretazione sono alcune delle questioni territoriali più discusse negli ultimi quarant’anni, toccando quattro settori che compongono l’identità Montebellunese quali la produzione, l’assetto socio-economico, il sistema insediativo e quello istituzionale. La griglia analitica così costruita, ha il fine di chiarire quanto la retorica della letteratura e della politica territoriale, urbanistica ed economica sia al passo con la realtà del caso analizzato. L’esame e la critica delle teorie riportate al contesto attuale fornirà quindi uno spaccato della realtà di un’area vitale ed emblematica per il Veneto, quale il Montebellunese, in cui il rapporto territorio-impresa è stato spesso l’unico analizzato, ma non il solo da approfondire per costituirne un quadro territoriale esauriente. Riesce il territorio in questione ad affrontare proattivamente la situazione di crisi prolungata? Quali sono i suoi punti di forza e di debolezza? Quale rapporto esiste oggi tra le imprese e il territorio in cui è nato e tuttora insiste parte del ciclo produttivo? Su quali asset e valori potrà contare in futuro per continuare ad essere attrattivo per talenti creativi ed investimenti industriali? Come reagiscono le istituzioni locali e come dovrebbero modificarsi per favorire l’inclusione di nuovi attori, idee e progetti economici e sociali? Qual è lo stato del sistema insediativo e come può evolversi nel futuro? E’ presente o meno una governance di area vasta al giusto livello che sappia interpretare le potenzialità, in fatto di resilienza e transcalarità, di questo territorio? Queste sono alcune delle domande alle quali si vuole dare risposta nel corso dell’elaborato e soprattutto nella sua conclusione.
