Assessment of Bogota's integrated public transport implementation

Public transport systems in developing cities are characterized for being disorganized and inefficient. Bogota is not an exception, but in recent years the municipal administration has been making efforts to change this. In the Mobility Master Plan framework the integration of public transport became the most important transport policy in the city. The integration goals will be achieved through The Integrated Public Transport System project– SITP (for its acronym in Spanish). In the year 2012 the implementation of the project started, facing many issues during the process and to this date not achieving a complete implementation, developing what is known as an implementation gap; what was planned was not executed. The aim of this work is to study the SITP implementation from the policy analysis perspective, evaluating the causes and consequences of the implementation gap. This was investigated through official reports, news and interviews to the main actors, and validated trough literature review. The outcomes of the analysis evidenced the existence of the implementation gap, which was confirmed through the analysis of independent variables that can be manipulated during the implementation process in order to obtain better results once the implementation is completed.

Il Sistema di trasporto pubblico nelle città in via di sviluppo è riconosciuto per essere disordinato ed inefficiente. Bogotá non fa eccezione, tuttavia, negli ultimi anni, l'amministrazione comunale ha realizzato degli sforzi per superare questo problema. Nell'ambito del Piano di mobilità della città, l'integrazione del trasporto pubblico è diventata la principale politica. Gli obiettivi della quale saranno ottenuti tramite il Sistema Integrato di Trasporto Pubblico- SITP ( acronimo in Spagnolo). Nell' anno 2012, è stato avviato il progetto facendo fronte ai diversi problemi presenti durante la sua messa in opera. Tuttavia ad oggi l’implementazione del sistema non è stata completata creando il così detto “implementation gap”, più precisamente quello che è stato realizzato non è quello che è era stato pianificato. Lo scopo di questa tesi è studiare l'implementazione del SITP dal punto di vista dell'analisi delle politiche messe in atto, valutando le cause e le conseguenze dell' “implementation gap”. Quest'ultimo è stato studiato tramite reports, giornali ed interviste agli attori principali del progetto e validato tramite revisione bibliografica. I risultati risaltano l'esistenza dell' “Implementation Gap” il quale è stato confermato anche attraverso analisi di variabili indipendenti che possono essere manipolate durante le procedure di implementazione con l’obiettivo di ottenere migliori risultati una volta finita l'implementazione
