Innovation in the Milanese social housing. Evolutionary scenarios of environmental typological and constructive nature

The public housing in the Milanese area of interest involves more than a century of significant achievements that have strongly contributed to characterize the city in its arrangement and in its aggregative relationships. The following thesis aims to evaluate the evolutionary scenario of interventions, starting from the sixties, according to the analysis of three paradigms of innovation in order to understand how specific decisions can be contemporary or not verifying them in respect to the actual situation. The evolutionary panorama of public housing in Milan has been analyzed decomposing it into three fundamental paradigms: morphological and environmental; typological; technical and constructive. The evaluation of the evolutionary process in these fields has also made use of the study of a series of iconic cases for each paradigm. These cases help to define important phases or to highlight realizations which deviate from the sometimes almost flat logic of the process. The first part of the research concerns the introduction of the main historical and legislative references and ends with a mapping of realizations which are fundamental in order to define a complete overview of the topic. For this reason the mapping has been completed including the previous realizations in respect to those investigated in this thesis. After this overview the issue was to consider the layout of the districts in the city in-depth so that to understand the aggregative logics that occurred over time, as they are also an important starting point for future developments that should be carried out in the awareness of the context in which they operate. This part ends with a cataloguing of a range of districts belonging to the various urban sectors that has been carried out according to the choice of objective and comparable criteria and data. These criteria and data’s target is to be capable of being applied to cases which belong to any historical period and location so as to facilitate the comparison. At the end of the paradigms three interviews to important exponents of the Milanese panorama were conducted. These interviews represent a significant contribution in giving specific points of view to the discussion of the three themes.

L’edilizia residenziale pubblica in ambito milanese occupa più di un secolo di importanti realizzazioni che hanno contribuito fortemente a connotare la città nella sua forma e nelle sue relazioni aggregative. La seguente tesi si pone come obiettivo di valutare il panorama evolutivo degli interventi realizzati, a partire dagli anni ’60, secondo l’analisi di tre paradigmi dell’innovazione per comprendere come determinate scelte possano risultare contemporanee o meno verificandole rispetto all’attualità. E’ stato analizzato il panorama evolutivo dell’edilizia residenziale pubblica milanese, scomponendolo in tre paradigmi fondamentali: morfologico ambientale; tipologico; tecnico-costruttivo. La valutazione del processo evolutivo in questi ambiti si è servita anche dello studio di una serie di casi iconici per ogni paradigma che contribuiscono a definirne fasi importanti o ad evidenziare interventi che si discostano dalla logica a volte quasi piatta del processo. La prima parte della ricerca riguarda l’introduzione dei principali riferimenti storico-normativi e si conclude con una mappatura delle realizzazioni che è fondamentale alla definizione di un quadro completo del tema e per questo motivo è stata integrata anche con le realizzazioni precedenti a quelle indagate nella tesi. Dopo questo inquadramento il tema è stato approfondito considerando la disposizione dei quartieri nella città per capirne le logiche aggragative avvenute nel tempo che costituiscono anche un importante spunto per gli sviluppi futuri che vanno attuati nella consapevolezza del contesto in cui si opera. Questa parte si conclude con una schedatura di una serie di quartieri appartenenti ai vari settori urbani che è stata svolta secondo la scelta di criteri e dati oggettivi e confrontabili nell’ottica di poter essere applicata a casi che appartengono a qualsiasi periodo storico e localizzazione così da facilitarne il confronto. In conclusione ai paradigmi sono state effettuate delle interviste a tre attori importanti del panorama milanese che hanno dato un contributo notevole nel conferire degli specifici punti di vista alla trattazione dei tre temi.
