Piacenza has always been known as a city of churches and barracks. The urban fabric presents dotted by vast areas formerly in the service of defense features and surviving monastic presence on the territory: areas today often abandoned and forgotten by society, alien to the life of the city and its development. Describable as large areas of fracture within large parts urbanized areas Piacenza military have for some years one of the topics most discussed by local and supra local entities and by the citizens themselves. Their recovery becomes gradually more and more concrete, favored by many advantageous aspects for the community, such as the construction of new urban equipment necessary to the welfare and the possibility of growth of the city within their limits, avoiding the consumption of agricultural land in peri bands. One of the largest areas under discussion is the North Pole of Maintenance Heavy, known as the "Arsenal". This complex of about 250,000 square meters is located on the grounds of the ancient citadel of the city government, the area of great historical interest and urban development: urbanized hinge between the ancient and the first expansion of the city. Inside the walls that surround the space Military Polo, are enclosed real architectural gems such as the Military Hospital and two bastions of the walls Renaissance. The Ministry of Defence has recently decreed that these two architectural works of extraordinary urban, civic and cultural being "demilitarized" and returned to the city. In this process of thesis we therefore fixed the aim of drawing up a draft conservation and reuse of these areas, which will be acquired by the State Public and are subject to restrictions of protection of the Superintendence of Cultural Heritage, to ensure the city and its inhabitants and its visitors, to the successful use of these spaces.
Piacenza è da sempre conosciuta come città di chiese e di caserme. Il tessuto urbano si presenta costellato dalle vaste aree un tempo al servizio degli apparati difensivi e delle presenze monasteriali sul territorio: aree ad oggi spesso in disuso e dimenticate dalla collettività, estranee alla vita cittadina e al suo sviluppo. Descrivibili come grandi spazi di frattura all’interno di vaste parti urbanizzate, le aree militari piacentine sono da qualche anno uno dei temi più discussi dalle amministrazioni locali e sovra locali, dagli enti e dagli stessi cittadini. Il loro recupero si fa via via sempre più concreto, favorito da molti aspetti vantaggiosi per la collettività, quali la costruzione di nuovi apparati urbani necessari al benessere e la possibilità di crescita della città all’interno dei propri limiti, evitando il consumo di suolo agricolo nelle fasce periurbane. Una delle più vaste aree oggetto di discussione è il Polo di Mantenimento Pesante Nord, conosciuto come “Arsenale”. Questo complesso di circa 250.000 metri quadrati è collocato sul sedime dell’antica cittadella di governo della città, zona di estremo interesse storico e urbanistico: cerniera fra urbanizzato antico e primo ampliamento della città. All’interno delle mura che delimitano lo spazio militare del Polo, sono racchiusi veri e propri gioielli architettonici quali l’Ospedale Militare e due bastioni della cinta muraria rinascimentale. Il Ministero della Difesa ha recente decretato che queste due opere architettoniche di straordinario interesse urbano, civico e culturale vengano “demilitarizzate” e restituite alla città. In questo percorso di tesi ci siamo dunque prefissate l’obiettivo di elaborare un progetto di conservazione e riuso di queste aree, che verranno acquisite dal Demanio Pubblico e sottoposte a vincolo di tutela da parte della Sovrintendenza ai Beni Culturali, per garantire alla città e ai suoi abitanti e ai suoi visitatori, di poter usufruire al meglio di questi spazi.
