It has become increasingly evident in the last few years that, as a result of welfare crisis, the terms of housing affordability have worsened, making it even more arduous for the public administration to actualize this opportunity through its embedded procedures, such as subsidy and tax amnesty. The aim of this thesis is to examine the dynamics of housing price formation by referring to Edward Gleaser's argumentations and to present an alternative outlook on how to approach the affordability issue. The theories characterizing such adopted perspective make a direct reference to the regulation systems in urban planning; the ultimate goal, therefore, is to pinpoint, on the basis of American bibliography, the relations between the regulatory code of urban planning and the real estate market, eventually identifying their mutual influences.
Negli ultimi anni è apparso sempre più evidente come, conseguentemente alla crisi di welfare, le condizioni di accesso all'alloggio siano peggiorate rendendo ancora più difficoltoso per le amministrazioni facilitare questa possibilità attraverso le consuete pratiche delle sovvenzioni o delle agevolazioni dirette. L'obiettivo di questa tesi è analizzare le dinamiche di formazione del prezzo dell'alloggio sulla base delle teorie di Edward Glaeser ed offrire un punto di vista alternativo alla trattazione del problema dell'affordability. Gli argomenti teorici che caratterizzano la prospettiva adottata richiamano in maniera diretta i sistemi della regolazione in materia urbanistica; il fine ultimo è pertanto quello di individuare, a partire dalla letteratura americana, le relazioni che intercorrono tra l'apparato normativo della pianificazione e il mercato della casa, evincendone le influenze reciproche.
