The current work is an experimental proposal for an area of urban regeneration called Scalabrini Ortiz over the waterfront of Rosario City, in Argentina. Scalabrini Ortiz’s strategic location, adjacent to the city center, made it of crucial importance for the latest city’s masterplan and the main destination for the biggest real estate operations in the last ten years. Its industrial past, combined with the presence of former harbor facilities and railway infrastructures that are being relocated on the city outskirts, provides the area with an important amount of vacant spaces. Within the current policies, and following the logics of market speculation, the vacancies are being filled by new building complexes of luxurious offices and housing that tend to remain almost empty for several years after their inauguration. The aim of this work is to provide an alternative for these old, new and future underused spaces while they reach their final destination. Through experimental mechanisms and temporary-use solutions that can rebuild the identity of the area on the bases of community, diversity and sustainability, and maybe change its destiny.
Questo lavoro è una proposta sperimentale per una zona di riqualificazione urbana denominato Scalabrini Ortiz sul lungomare di Rosario City, in Argentina. La posizione strategica di Scalabrini Ortiz, adiacente al centro della città, ha reso di fondamentale importanza per masterplan l’ultima città e la principale destinazione per i più grandi operazioni immobiliari negli ultimi dieci anni. Il suo passato industriale, unita alla presenza di ex strutture portuali e nelle infrastrutture ferroviarie che si stanno spostando in periferia della città, offre la zona con una quantità importante di spazi vuoti. Nell’ambito delle politiche attuali, e seguendo le logiche della speculazione di mercato, i posti vacanti sono stati occupati da nuovi complessi di edifici di uffici e abitazioni di lusso che tendono a rimanere quasi vuoto per diversi anni dopo la loro inaugurazione. Lo scopo di questo lavoro è quello di fornire un’alternativa per questi vecchi, nuovi e futuri spazi sottoutilizzati mentre raggiungono la loro destinazione finale. Attraverso meccanismi sperimentali e soluzioni per uso temporaneo che può ricostruire l’identità del territorio sulla base della comunità, la diversità e la sostenibilità, e magari cambiare il suo destino.
