Catastrophic Floods are natural phenomenon which can cause undesired loss of life and property. Recently, there have been developments that give more attention to flood risk management studies. The estimation of economic flood damage is crucial to provide us information which will help in making better decisions to reduce its impact. The first part of the study is a review on state of the art on flood damage assessment with focus on Ex-Ante Flood Damage assessment processes. The second part is a case study which is conducted to analyze the damage estimate dataset of sixty two residential buildings which were surveyed post flood event in November 2012 in Umbria, Italy. Mitigation Measures have been proposed for the damaged components of the Building. The analysis was carried out in Micro-Scale on Residential Sector. The next step for study and research will be to conduct a Cost Benefit analysis which will help support the decision making process and also validate the need to implement mitigation measures of flood actions on buildings
