Aging is becoming a global topic. Italy is one of the earliest countries in the world having entered the aging society. However, the eldercare system in Italy displays high inertia, many regions and municipalities have attempted to introduce solutions for these problems. In China, similarly to Italy, many people choose to grow old at their place. Therefore, studying Italian policies for aging in place has significant meanings for China. This thesis summed up the achievements of aging in place all around the world in the recent years, including advances in theory and in practice. Then different sub-groups of elderly and their different needs were analyzed. Next, the author examined the development and changes of the old age welfare in Italy and investigated the distribution of responsibilities among institutional levels in the Italian welfare system. Then, the facilities for aging in place of Lombardy, and specifically in Milan and San Donato were investigated as case studies to describe the aging in place facilities in different city contexts. According to the results of this analysis, the author presents a strategy system to develop aging in place facilities, dividing all the facilities in three levels: zone level, neighborhood level and basic level. These strategies, which stem from the analysis of the Italian situation could be developed in the future, and also be important references for the old-age welfare system in China. Of course, the social system and trends in China are deeply different. Nevertheless, some solutions can be adapted to Chinese specificities, and even cases embedded far away can inspire useful reforms.
L'invecchiamento sta diventando un argomento globale. L'Italia è uno dei paesi in cui questo processo è più accentuato. Tuttavia, le politiche di cura per gli anziani non autosufficienti in Italia mostrano una elevata inerzia. Molte regioni e comuni hanno sperimentato soluzioni per questi problemi, ma permangono molte carenze. In Cina, come in Italia, molte persone continuano a vivere a casa propria in età avanzata. Pertanto, lo studio sulle politiche di sostegno all’aging in place in Italia ha un significato importante per la Cina. Questa tesi ha riassunto i risultati della ricerca teorica e pratica degli ultimi anni su questo argomento. L'autrice ha poi analizzato i diversi profili di anziani e le loro diverse esigenze. Successivamente, si sono analizzati i mutamenti sociali legati all’invecchiamento e le relative politiche in Italia. L'autrice ha analizzato le strutture per gli anziani in Lombardia, in particolare a Milano e San Donato come casi di studio per descrivere le strutture per anziani in diversi contesti urbani. In seguito all'analisi svolta, l'autrice propone un insieme di strategie per sostenere l’aging in place; le strutture possono essere distinte in tre livelli: livello di zona, livello di quartiere e livello base. Queste strategie sono emerse dall’analisi della situazione italiana, e da una riflessione sulle prospettive future. Naturalmente, la situazione sociale in Cina è completamente diversa, ma alcuni elementi possono essere di ispirazione, se adattati alle specificità cinesi.
