The elaboration of this thesis, in the Project Management field, comes from the concept of Earned Value Management System (EVMS), which is a project managing method aimed at controlling costs and times in a combined way. The two-way partition of the analysis of a project's features brings advantage to the identification of the causes of the differences between what is planned and what is 4 actually done in the business, in both financial and temporary terms. As the benefits, the applicability criteria and the problems derived from it are known, we have investigated why this method is applicable in the Italian context only in a limited way. For this purpose we have tried to identify the barriers connected to the use of EVMS, creating a questionnaire addressed to the numerous people who operate in EPC sector of the Project Management field. The following analysis of the results allowed us to outline the reasons which stand at the base of the misconduct, and to highlight a priority and impact level with reference to the EV application. Based on that, some measures have been taken in order to facilitate the EVMS application; and the benefits are outstanding.
L’elaborazione della tesi nell’ambito del Project Management origina dal concetto di Earned Value Management System (EVMS), una metodologia di gestione dei progetti finalizzata al controllo integrato di costi e tempi. Scomporre l’analisi delle prestazioni di un progetto in due parti, ha benefici riflessi nell’individuazione delle cause degli scostamenti tra quanto pianificato e quanto effettivamente realizzato, sia in termini monetari, sia in termini di scostamento temporale delle attività. Noti i benefici, i criteri di applicabilità e i problemi annessi, si è indagato sul perché tale metodologia sia di limitata applicazione nel contesto italiano; allo scopo si è cercato di individuare le barriere note all’utilizzo dell’EVMS anche attraverso un questionario distribuito a numerose persone operanti dell’ambito del Project Management dei settore EPC (Engineering Procurement and Construction). La successiva analisi dei risultati ha permesso di delineare le motivazioni alla base dei comportamenti ostili, evidenziandone livello di priorità e impatto nei confronti dell’applicazione dell’EV. Su questa base, sono state proposte alcune misure per facilitare l’applicazione dell’EVMS, visti i notevoli benefici.
