Whenever there is the need to increase the generation capacity in an existing grid, different kinds of constraints of economical, social, enviromental or technical nature should be considered. The problem appears in energy systems in general, but specifically in the electric grid. The purpose of this thesis is to develop an operational tool that can be useful for policy makers to support them in the definition of a local energy planning. The tool is purposely designed for the policy maker that has information about environmental and social constraints, but lacks the technical know-how and cannot thus properly evaluate the impact of aleatory energy sources on the electrical grid. The proposed instrument is based on a two-step procedure: the first part aims at identifying the optimal combination of energy sources in order to cover the local load and minimize the energetic exchanges with the high-voltage electricity grid. The second part of the procedure focuses on the electrical grid and checks whether the selected production portfolio can be integrated in the currently existing distribution grid or it will violate the limit of the hosting capacity.The purpose of this thesis is to set up an operational tool that can be useful for policymakers and can support them for the definition of a local energy planning. Sempre più spesso nell'ambito dei sistemi energetici, con particolare riferimento alle infrastrutture relative al vettore elettrico, quando si vuole aumentare la capacità installata in una rete esistente è necessario considerare, oltre ai vincoli di natura economica, anche i vincoli tecnologici, ambientali e sociali. Lo scopo di questa tesi è quello di predisporre uno strumento operativo, da mettere a disposizione dei policy maker, utile a fungere da supporto per la definizione di una pianificazione energetica locale. In particolare, lo strumento è pensato per il policy maker che dispone di informazioni sui vincoli di tipo ambientale e sociale, ma che non ha le competenze per valutare l'impatto dell'aleatorietà delle fonti rispetto ai vincoli tecnici specifici di esercizio della rete elettrica. Lo strumento proposto è ideato per l'applicazione ad una rete di distribuzione in media tensione e si basa su una procedura scorporabile in due fasi. Nella prima parte si mira ad identificare il portafoglio ottimo di fonti energetiche in modo da coprire il carico locale e minimizzare gli scambi di energia con la rete elettrica di alta tensione. La seconda parte della procedura entra nel dettaglio della rete elettrica e verifica se il portafoglio di produzione selezionato può essere integrato nella rete di distribuzione attualmente esistente o se viene violato il limite della hosting capacity.
