Emergency plans for floods : from quality assessment of existing plans to the design of an enhanced methodology for their development

This thesis was developed within an internship experience at the General Direction of the Civil Protection of the Lombardia Region, where part of the work was the evaluation of the quality of the contents of a sample of emergency plans, requested to all the Regions of Italy by the Civil Protection Department. The aim of this survey was to verify the progress of the planning for the flood risk and the degree and quality of implementation of the contents of the European Directive 2007/60/EC, which has the aim to identify and plan the necessary actions to reduce the negative consequences of floods. This analysis allowed to reflect about the strengths and weaknesses of the current state of the emergency planning for the flood risk in the Lombardia region and to identify what are the main points that have to be improved. After this work, the idea to produce a model of emergency plan for the hydraulic risk came to my mind, with the aim to highlight which fundamental contents a plan should tackle and how it should be structured in order to be efficient. In this thesis, a first part is devoted to the illustration of the methodology used for the evaluation of the emergency plans, to the presentation of the results and evidences that have been found. Afterwards, the fundamental contents of an emergency plan for flood events are shown, presented as a sort of operational guidelines to support its development. Then, we pass to the application of these indications to a case study involving fifteen municipalities in the province of Sondrio, which lie along the Adda river; at first the input data necessary for the development of the plan are illustrated with the relative sources, while aftermath the model of emergency plan is presented. To conclude, a reflection about the challenges for the future in the field of the emergency planning is done.

Questa tesi è stata sviluppata all'interno di un’esperienza di tirocinio presso la Direzione Generale della Protezione Civile della Regione Lombardia, in cui una parte del lavoro è stata la valutazione della qualità dei contenuti di un campione significativo di piani di emergenza, richiesta a tutte le Regioni d'Italia dal Dipartimento della Protezione Civile. Lo scopo di questa indagine è stato quello di verificare lo stato di avanzamento della pianificazione per il rischio alluvionale, il grado e la qualità dell'attuazione dei contenuti della Direttiva Europea 2007/60/CE, che ha lo scopo di identificare e pianificare le azioni necessarie per ridurre le conseguenze negative delle alluvioni. Quest’analisi ha permesso di riflettere sui punti di forza e di debolezza dello stato attuale della pianificazione d’emergenza per il rischio alluvionale nella regione Lombardia e di identificare quali sono gli aspetti che devono essere migliorati. Dopo questo lavoro, mi è venuta l'idea di produrre un modello di piano di emergenza per il rischio idraulico, con l'obiettivo di evidenziare quali sono i contenuti fondamentali che un piano dovrebbe trattare e come esso dovrebbe essere strutturato in modo da risultare efficiente. In questa tesi, una prima parte è dedicata all’illustrazione della metodologia utilizzata per la valutazione dei piani di emergenza, alla presentazione delle evidenze e dei risultati che sono stati trovati. In seguito, sono esposti i contenuti fondamentali di un piano di emergenza per eventi alluvionali, presentati sotto forma di linee guida operative orientate a sostenere il suo sviluppo. Poi, si passa per l'applicazione di queste indicazioni a un caso studio che comprende quindici comuni della provincia di Sondrio, che si trovano lungo il fiume Adda; inizialmente sono illustrati i dati di input necessari per lo sviluppo del piano, per poi passare nel capitolo successivo alla presentazione del modello di piano di emergenza. Per concludere, viene fatta una riflessione sulle sfide per il futuro nel campo della pianificazione di emergenza.
