Salute e sicurezza sul lavoro : nuove opportunità per il mercato del facility management

The strong connection between Health and Safety in Workplaces (SSL) and the Facility Management (FM) is a new field of analisys; and, at the moment, nobody evaluaated the new opportunities of the market of FM in the sphere of influence of risk management and prevention. This dissertation cams from the direct observation of the key factors into the as-is of the market, as supply and demand relation. According to the observation, we considered interesting the as-is as a field fertile for innovation in Safety, as Ethics and Business oriented. The Market analisys, on the whole national (Italian) scenario, about the suppliers of single services of safety in the workplaces, gave us a quite clear image of a strongly fragmented market as referral for customer firms. Moving from this first approach we retrieved, trough a well structured analisys, both the thoughts of the firms of FM - about the possibility to inglobate the bouquet of SSL services in their offer - as well as the propension of the customer firms to adopt these services. We considered interesting about the thesis the speeches of the players at the 11th Facility Management Convention. From the datas and information retrive, we implemented a rough model of management for the SSL services in FM contracts, valuating and stressing for any of them the stages to be done, for a process to build a partnership-based relation. We defined, moroever, the resources to be owned by the FM firm and the interaction among of them, needed to deliver the service lonked to the new and unexplored sphere of health and safety in the workplaces; it deals with skills and know how not owned directly by FM players because it is needed a set of specific and strongly related abilities. The thesis has been hosted by IFMA head quarters, with the interaction of a main firm connected to IFMA that joined the experiencing of the new methodological approach suggested, proposing services of SSL in the environment of the active contracts; this to confirm of the strong need of innovation and desire to host with reneved anthusiasm the new challenge.

Il legame che esiste tra il tema della Salute e sicurezza nei luoghi di lavoro (SSL) e la disciplina del Facility Management (FM) è solo di recente trattazione e, pertanto, sino ad oggi, non si sono valutate le opportunità che il mercato del FM ha nella sfera della prevenzione del rischio. Questa tesi nasce dalla constatazione dell’esistenza di fattori determinanti della situazione attuale della domanda e dell’offerta, tali da poter essere considerati presupposti interessanti per una innovazione in materia di sicurezza, vantaggiosa in termini di etica e di business. L’indagine di mercato condotta, su tutto il territorio nazionale, in merito ai fornitori di singoli servizi in materia di sicurezza nei luoghi di lavoro, ha restituito l’immagine di un mercato molto frammentato a cui normalmente le aziende ricorrono. Muovendo da queste constatazioni si sono quindi raccolti, tramite un’indagine strutturata, sia i pareri delle società di FM, in merito alla possibilità di inglobare all’interno del loro ventaglio anche i servizi di SSL, sia le propensioni delle aziende clienti ad adottarli. Di particolare interesse a riguardo si sono rivelati gli interventi dei rappresentanti del mercato del FM presenti all’11° Facility Management Convention. A partire dai dati e dalle informazioni raccolte, si è elaborato un possibile modello di gestione dei servizi di SSL in contratti di FM, specificando per ciascuna fase di essi, le tappe necessarie per un processo che miri alla costruzione di un rapporto di partnership. Si sono definite, inoltre, le risorse di cui la società di FM dovrà dotarsi e le reciproche relazioni tra le stesse, al fine di erogare servizi attinenti la sfera inesplorata della sicurezza nei luoghi di lavoro che, come tale, richiede capacità specifiche e non comunemente richieste alle aziende che operano nel FM. La tesi è stata condotta presso la sede di IFMA Italia e una azienda leader nel settore, ad essa associata, ha aderito alla sperimentazione dell’approccio metodologico suggerito, proponendo i servizi di SSL in ambito di contratti già attivi; ciò conferma un sentito bisogno di innovazione e il desiderio di accogliere con entusiasmo una nuova sfida.
