Il ruolo delle libertà nella resilienza socio-economica

The thesis aims to investigate if in the evaluation of socio-economic resilience are considered negative freedom. They will try to figure out if it's right or not to consider the negative freedom within the resilience assessment, in the case it is correct to understand whether it is appropriate to make a selection, or to consider them all, or you need to re-evaluate the weight that the free choices have inside the resilience assessment. The thesis is divided in two phases. First phase, where we try to understand what is resilience and how it is defined by the literature. A second phase, instead, to search for lyrics illustrating a methodology for assessment of the socio-economic resilience, later we analyzed the texts searching for the presence of indicators of negative freedom. The analysis of these texts is done through the use of some international reports dealing with the subject of human and civil and economic freedom, that we used as a reference point for the identification of indicators, and three questions to which we tried to give an answer. The answers to these questions led to think that almost no one really takes into account the negative freedom, even neglecting the weight they have in the resilience assessment. The analysis shows that those considering some negative freedom indicators they put them within the social or individual scope. This suggests that a territory is resilient if the individuals who inhabit it are free to make decisions and act in the most convenient allowing him to survive and recover from any trauma. These are freedom, which can be divided into options, bonds and equipment, to play an important role in resilience. Various combinations are possible which lead to different balances suited to individual situations, and that make it difficult the definition of a single frame for the determination of resilience. Final result of the thesis is that they failed to give a definite answer, well-defined to your original question, but throughout the thesis process other questions have emerged.

La tesi si propone di investigare se all’interno della valutazione della resilienza socio-economica sono considerate le libertà negative. Si cercherà di capire se è giusto o meno considerarle all’interno della valutazione della resilienza, nel caso in cui sia corretto capire se è opportuno farne una selezione o considerarle tutte, oppure se è necessario rivalutare il peso che le libertà scelte hanno all’interno della valutazione della resilienza. L’intero lavoro si sviluppa in due fasi. Una prima fase, dove si cerca capire cosa sia la resilienza e come viene definita tramite la letteratura. Una seconda fase, invece, di ricerca di testi che illustrassero una metodologia di valutazione della resilienza socio-economica, in seguito analizzati ricercando la presenza di indicatori di libertà negative. L’analisi di questi testi è effettuata tramite l’utilizzo di alcuni rapporti internazionali che trattano il tema della libertà umana e civile ed economica, usati come punto di riferimento per l’identificazione degli indicatori, e tre domande a cui si è cercato di dare una risposta. Le risposte a queste domande ha portato a pensare che quasi nessuno prende in considerazione veramente le libertà negative, trascurandone anche il peso che hanno all’interno della valutazione della resilienza. Dall’analisi emerge che chi considera alcuni indicatori di libertà negativa li inserisce, quasi tutti, all’interno dell’ambito da lui definito sociale o dell’individuo. Questo fa pensare che un territorio è resiliente se gli individui che lo abitano sono liberi di prendere decisioni ed agire nel modo più congegnante consentendogli di sopravvivere e di riprendersi da eventuali eventi traumatici. Sono queste libertà, che possono essere divise in opzioni, legami e dotazioni, a giocare un ruolo importante nella resilienza. Sono possibili varie combinazioni che portano a equilibri diversi adatti a singole situazioni, e che rendo difficile la definizione di un frame unico per la determinazione della resilienza. Risultato finale della tesi è di non essere riusciti a dare una risposta sicura e ben definita alla domanda posta all’inizio, ma durante tutto il processo di tesi sono emerse altre domande.
