The starting point for this thesis project was the disquieting situation of the traditional manufacturing European heritage being hit by the crisis and globalization, and the fact that besides the changes occurring in companies production model or their business approach, there was occurring a thrilling closure of their factory bodies, leaving a giant industrial footprint of “ghost buildings” in many cities. Europe deals in this century with more than 5000 km of abandoned land that was used to be the productive engine, but now, has fallen into disuse becoming greyfields detrimental for the neighborhoods, the environment and the inhabitants in a myriad of ways. Many have been the shapes and ways each country, each region or each project found to resignificate those spaces. Some of them changing completely, hiding the memory of what it has been. In particular, the author was movilized by the specific case of Lecco, in Italy. Lecco is a city with a wide industrial history in iron making, which today is disappearing under the prevalence of modern real estate projects. Nevertheless, there is still one last piece of industrial legacy remaining in town: Leuci Settlement. Leuci is a former factory of light bulbs, located in the city center of Lecco, and since 2013 has become a 19,000 square meter’s abandoned giant. This ultimate abandoned industry leaves an excellent opportunity to develop a project in which it will be maximized the intrinsic social value and its cultural heritage, over the mere economic drivers. The main objective of the project is the will to recover and return with a new feature the last industrial extent left in the city center of Lecco. The aim of this work is to generate a new CITTA'DELLALUCE DISTRICT. This solution lies on two different beliefs. The first is that communities have the potential to generate their own solutions to their own priorities. The second is that funders and supporters (including governments and other public institutions as well as private patrons) have a fundamental role to play in creating the enabling conditions required for community-led innovation to flourish. The author’s mission consist in the development of a Product Service System, implementing design tools and methods aimed at reaching the best solution to Lecco citizen’s needs in this particular case. Her ambition is to create a robust creative economy that aims at developing synergy between different sectors of society (territorial associations, university and their students) and the companies on site to achieve a combination of cultural activities, education, tourism, economy and entertainment on this site. This future development plan contemplates the design of the ideal of how to implement it in a 6 years period, what would look like the area, which would be the stakeholders, and defines the guidelines for following actions, deepening and modifications. The next steps will be designing the specifics of the single functions, the buildings restoration, conservation and use destination that will be programed along a scheduled timeline. With reference to the proposed masterplan for the new CITTA'DELLALUCE DISTRICT this thesis will analyze and adapt the elements of this area to ensure that it retains the meaning of place, the site’s role in the city, and its function as a stimulus for the community, that is, its traditional role as a uniting force, as a place of employment for local people, celebrating the rich history of the city known as productive pole. The project for Leuci area is developing 10,000 covered square meters and other 9,000 open, of recovered and new buildings, introducing a variety of mixed-use facilities organized in 5 macro areas: the Visitor Center, the Cultural Center, Urban Hub, Research Center and a Temporary Housing solution. These will contribute to the revival of the surrounding area and of the city itself, intending to re-position Lecco as a power engine of the regional economy: To give citizens again a reason to be proud and to remain in their hometown, it brings a promising future perspective, attracting people from the whole region.
Punto di partenza di questo progetto di tesi è l’inquietante situazione del tradizionale patrimonio manifatturiero europeo colpito dalla crisi e dalla globalizzazione, oltre al fatto che i cambiamenti che si stanno verificando nel modello di produzione e nell'approccio di business, generano una allarmante chiusura di corpi di fabbrica, lasciando una gigante impronta di "edifici fantasma" industriali in molte città. In Europa, ci sono oltre 5000 km di terre abbandonate usate in passato come motore produttivo, che nell'ultimo secolo sono state abbandonate diventando ‘Greyfields’ dannose per i quartieri, l’ambiente e gli abitanti stessi. Molte sono state le forme e i modi che ogni paese e ogni regione ha trovato per risanare queli spazi. Alcuni di loro, hanno sofferto un cambiamento completo, nascondendo la memoria di ciò che è stato. In particolare, l'autore argentino di questo lavoro è stato colpito nello specifico dal caso di Lecco, in Italia. Lecco è una città con una grande storia industriale nella lavorazione del ferro, che oggi sta scomparendo sotto la prevalenza di progetti immobiliari. Tuttavia, c'è ancora un ultimo pezzo di eredità industriale rimanente in città: lo stabilimento Leuci. Leuci è un’ex fabbrica di lampadine, che si trova nel centro della città di Lecco, e dal 2013 è diventata un gigante abbandonato di 19.000 metri quadrati. Questa ennesima industria abbandonata crea un'ultima occasione per sviluppare un progetto in cui sarà massimo il valore sociale intrinseco ed il suo patrimonio culturale, prevalendo sopra ai motori economici. L'obiettivo principale del progetto è la volontà di ricuperare e riproporre una nuova funzione per l'ultima fabbrica industriale della città di Lecco: Lo scopo di questo lavoro è generare un nuovo quartiere chiamato CITTA'DELLALUCE. Questa soluzione si basa su due convinzioni diverse. La prima è il potenziale delle comunità di generare soluzioni autonome in base alle loro stesse priorità. La seconda postula che i finanziatori e sostenitori (tra cui i governi e aistituzioni pubbliche e committenti privati) hanno un ruolo fondamentale da svolgere nel creare le condizioni che permettano all'innovazione della comunità di fiorire. La missione dell'autore consiste nello sviluppo di un product service system, implementando strumenti di progettazione e metodi volti a raggiungere la soluzione migliore per le esigenze dei cittadini di Lecco. La sua ambizione è creare una robusta economia creativa che si propone di sviluppare sinergie tra i diversi settori della società (associazioni territoriali, l’università, i loro studenti), e le imprese locali per ottenere una combinazione di attività culturali, istruzione, turismo, economia e di intrattenimento nel territorio lecchese. Lo sviluppo futuro prevede la progettazione di un piano per implementare il quartiere CITTA'DELLALUCE in un periodo di 6 anni, definendo gli aspetti estetici e i soggetti interessati, identificando le linee guide per le azioni future. I primi passi sono la progettazione della specificità delle singole funzioni, la destinazione d'uso programmata lungo una linea temporale programmata, il restauro degli edifici. Con riferimento al masterplan proposto per il nuovo quartiere CITTA'DELLALUCE, questa tesi analizza ed adatta gli elementi dell'area Leuci per garantire che essa mantenga gli obbiettivi d’origine sia come stimolo produttivo della città che come forza unificante, per celebrare la ricca storia della città conosciuta come polo produttivo. Il progetto per l'area Leuci si sviluppa in 10.000 metri quadrati coperti ed altri 9.000 aperti, di edifici recuperati e nuovi, con l'introduzione di una varietà di strutture organizzato in 5 macro aree: il Centro Visitatori, il Centro Culturale, l’Urban Hub, il Centro di Ricerca ed una soluzione abitativa temporanea per studenti universitari. Questi contribuiranno alla rinascita della zona circostante e della città stessa, con l'intenzione di riposizionare Lecco come motore dell'economia regionale: ridare ai cittadini un motivo per essere orgogliosi e di rimanere nella loro città natale, promettendo prospettive future, e attirando visitatori da tutta la regione.
