The research of this thesis starts from the ideas already expressed by various scholars, according to which the modern public space lays in a dual and contradictory situation: on one hand there is a crisis related to it, due to a sense of insecurity and privatization dynamics, on the other hand, however, it is the place where come up forms of re-appropriation as a real claim for its use. Related to this last dynamic, it’s possible to find, in our society and contemporary cities, a growing desire to share (starting from the sharing concept) and to make community practices, as well as a greater openness to the local scale projects. Starting from this duality of contemporary public space, the thesis tries to elaborate a new interpretation of its meaning, not only as a physical space, linked to public ownership, but also as a place of dwelling practices and social life. In this context, it is useful not only to talk about public space but of “public domain”, which is the broader set of all the places where happen social relations and exchange. In this way, the public domain does not refer solely to the inner public nature of a place, but it can also be a private place, closed or virtual. It’s useful to say that this kind of local “ferments” are frequent especially in the peripheral areas of the city where social problems, urban decay, the lack real estate interest and the lack of a public organization, pushing more and more people and spontaneous organizations to be the first and the most active actors in the territory. The conceptual framework within which the thesis develops will be a reflection upon the different forms that public space can assume today, and the related historic change of the meaning of the city suburbs. The questions that move the research regarding the kind of ways and forms through which the local-scale project and actions try to effect the territory, especially the ones which involve the public spaces and have consequences and effects on this spaces and how they affect the social life. What kind of projects affect the public space? What kind of transformations they generate? Who promotes them? Which is the role of the players involved? What kind of relations these actors build between them, with the territory and with the public sector? Do they generate virtuous and lasting dynamics? Through the case study of Via Padova - choosen for its intrinsic characteristics of semi-peripheral area, with the highest rating of foreign presence in Milan, with episodes of urban and social decay and a high presence of projects and local actors - we will attempt to answer these questions. The analysis will always keep in mind the duality between the physical dimension of the places and the formal and informal practices that are established on it. In order to understand the form and meaning that public space takes in the peripheral locations of the contemporary city, we will deepen the relationship between projects and forms of re-appropriation and look at the morphological and formal features of the public space.
La ricerca di tesi parte dal pensiero espresso da diversi studiosi, secondo cui lo spazio pubblico si trovi oggi in una situazione duale e contraddittoria: da un lato si riscontra una sua crisi, dovuta a dinamiche di insicurezza e privatizzazione, dall’altro lato ,invece, che sia il luogo in cui emergono forme di riappropriazione e rivendicazione per il suo uso. Legato a quest’ultimo aspetto, si risconta, nella società e città contemporanea, una sempre maggior voglia di condivisione (a partire dalle forme dello sharing) e pratiche comunitarie, così come a una maggiore apertura a progetti di scala locale. A partire da tale dualità di lettura dello spazio pubblico contemporaneo, la tesi elaborata una rilettura del suo significato, non solamente come spazio fisico, legato alla proprietà pubblica, ma anche come luogo delle pratiche dell’abitare e della condivisione. In quest’ottica, è utile non solo parlare di spazio pubblico ma di “dominio pubblico”, inteso come l’insieme più ampio di tutti i luoghi nei quali avvengono relazioni di scambio. In questo modo, il dominio pubblico non si riferisce solamente alla natura intrinsecamente pubblica di un luogo, ma esso può essere anche privato, chiuso o virtuale. Inoltre, tali “fermenti” urbani locali sono frequenti soprattutto nelle aree più periferiche della città dove, le problematiche sociali, il degrado urbano, l’assenza di interessi di mercato e la carenza di una regia pubblica, spingono sempre più gli abitanti e gli enti del terzo settore a mobilitarsi nel territorio in prima persona. Una riflessione sulle differenti declinazioni che lo spazio pubblico può assumere oggi, e il cambiamento storico dal punto di vista formale e di significato delle periferie, costituirà il quadro concettuale entro cui la tesi si sviluppa. Gli interrogativi che muovono la ricerca riguardano i modi e le forme attraverso cui si articolano azioni e progetti di scala locale, che riguardano lo spazio pubblico e hanno conseguenze ed effetti sullo spazio stesso e sulla socialità che ne consegue. Quali progetti riguardano e hanno effetti sullo spazio pubblico? Quali trasformazioni generano? Chi li promuove? Quel’è il ruolo degli attori in gioco? Quale tipo di relazioni tali attori tessono tra loro, con il territorio e con l’amministrazione pubblica? Generano meccanismi virtuosi e duraturi? Attraverso il caso studio di via Padova - individuato per le sue caratteristiche intrinseche di luogo semi-periferico, con il più alto tasso di presenza straniera di Milano, con episodi di degrado urbano e sociale e con un’alta presenza di azioni e soggetti locali - si tenterà di rispondere a tali quesiti. L’analisi terrà sempre presente la dualità tra la dimensione fisica dei luoghi e le pratiche formali ed informali che in essa si instaurano. Per comprendere la forma e il significato che lo spazio pubblico assume nei luoghi periferici della città contemporanea, si approfondirà infine la relazione tra i progetti e le forme di riappropriazione e le caratteristiche morfologiche e formali dello spazio pubblico.
