The first objective of the present study will be to provide useful elements needed by the organization, installation and management of a site for the construction of infrastructure work in the highway sector. After a preliminary historical background and its contextualization within the TEN-T (Trans-European Networks of the work under consideration Transport) networks, depending on the itinerary International E78 S.G.C. Grosseto-Fano for the upgrading to four lanes of the Grosseto-Siena with particular reference to the stretch between the towns of Civitella Paganico (GR) and Monticiano (SI), the analysis carried out has highlighted the main aspects concerning the project worksite and in particular the setting up of the base camp and all operating sites in the service of the realization of the various works of art affected by the intervention. Subsequently have been described in detail, highlighting some critical issues, the working phases that characterize the realization of the new viaduct Farma which objectively represents the main stretch of the artwork resulting analyzed the most interesting both from the point of view of the individual processes and both as regards the means and the resources used; a brief mention was made also to the stage of demolition of the existing viaduct. In paragraph 8 were finally taken into account, and separately for each mechanical means used during production of the viaduct, the risks faced by workers during the interaction with the various operating machines, and then the resulting preventive and protective measures have been defined to be taken before, during and after the use of the means. The second objective relates to the Nuovo Codice Appalti (d.lgs. n.° 50/2016) recently issued. It was carried out an analysis of the legislation with the aim of identifying the main changes introduced by the decree concerning levels of planning, public contracts above and below the threshold, central purchasing, procurement procedures and calls for tender, tender documentation, award of contracts in the ordinary fields, design contests and ideas, Cabina di regia and Anac, infrastructure and priority settlements.
Il primo obiettivo del presente elaborato sarà quello di fornire gli elementi utili necessari all’organizzazione, l'installazione e la gestione di un cantiere per la costruzione di un’opera infrastrutturale nel settore autostradale. Dopo un preliminare inquadramento storico e la relativa contestualizzazione nell’ambito delle reti TEN-T (Trans European Networks-Transport) dell’opera in esame, che in base all’itinerario internazionale E78 S.G.C. Grosseto-Fano prevede l’adeguamento a quattro corsie della Grosseto-Siena con particolare riferimento al tratto tra i Comuni di Civitella Paganico (GR) e di Monticiano (SI), l’analisi svolta ha permesso di evidenziare gli aspetti principali che riguardano il progetto di cantierizzazione e nello specifico l’allestimento del campo base e di tutti i cantieri operativi al servizio della realizzazione delle varie opere d’arte interessate dall’intervento. Successivamente sono state descritte nel dettaglio, mettendo in luce alcune criticità, le fasi lavorative che contraddistinguono la realizzazione del nuovo viadotto Farma il quale rappresenta oggettivamente la principale opera d’arte del tratto analizzato risultando la più interessante sia dal punto di vista delle singole lavorazioni e sia per quanto riguarda i mezzi e le risorse impiegate; un breve accenno è stato fatto anche alle fasi di demolizione del viadotto esistente. Nel paragrafo 8 infine sono stati presi in considerazione, separatamente e per ciascun mezzo meccanico impiegato durante la realizzazione del viadotto, i rischi in cui incorrono le maestranze durante l’interazione con le varie macchine operatrici e quindi sono state definite le conseguenti misure preventive e protettive da adottarsi prima, durante e dopo l’impiego dei mezzi. Il secondo obiettivo riguarda il Nuovo Codice Appalti (d.lgs. n.° 50/2016) di recente emanazione. E’ stata svolta un’analisi della normativa con lo scopo di individuare le principali novità introdotte dal decreto in materia di livelli di progettazione, contratti pubblici sopra e sotto soglia, centrali di committenza, procedure di affidamento e bandi di gara, documentazione di gara, aggiudicazione degli appalti nei settori ordinari, concorsi di progettazione e di idee, cabina di regia e Anac, infrastrutture ed insediamenti prioritari.
