Uno, Nessuno, Ottomila (One, No One, Eight Thousand) is a clear reference to the work of Luigi Pirandello Uno, Nessuno e Centomila (One, No One and One Hundred Thousand), to specify the nature of the 8000 building codes actually active in Italy. The similarities with the novel are not just related to the title: the building code suffers of an ‘identity crisis’, highlighted across several years by architects, surveyors, engineers, builders and any other professional figure related with this document, underlining how the excessive differences between articles, structures and intents between on building code and the other made unmanageable and no more attractive the building activity in Italy. What this thesis wants to show is, together with a reconstruction of the actual situation in building documents, the idealization and development of the unique building code, text with the role of substituting the whole 8000 building codes with one single document, in order to regenerate and simplify the Italian building activity. The thesis, as just mentioned, is composed by an analysis of the existing building codes and the first draft of the unique building code, recognizing then the different problems emerging from the actual documentary system, by the use of articles, personal opinions and especially interviews with architects, surveyors and builders, in order to arise thoughts and doubts according to the point of view of different professional figures. The thesis concludes with a summary about pro and contra the future unique building code, and if it is reasonable to have one, eight thousand… or no building code.
Uno, Nessuno, Ottomila fa chiaro riferimento all’opera pirandelliana Uno, Nessuno e Centomila, ad indicare la natura degli 8000 regolamenti edilizi attualmente vigenti in Italia. La similitudine con il romanzo non si limita tuttavia al solo titolo: il regolamento edilizio è da molto tempo in una ‘crisi di identità’, evidenziata da anni da parte di architetti, geometri, ingegneri, costruttori e tutte quelle figure professionali aventi uno stretto rapporto con questo documento, sottolineando come le eccessive differenze di articoli, struttura ed intenti tra un regolamento edilizio e l’altro abbiano reso ingestibile e non più appetibile l’attività edilizia in Italia. Quello che si vuole trattare in questa tesi, oltre ad una ricostruzione della attuale situazione della regolamentazione edilizia, è la concezione e sviluppo del regolamento edilizio unico, testo che ha lo scopo di andare a sostituire tutti e 8000 i regolamenti con un solo documento, al fine di rigenerare e semplificare l’attività edilizia in Italia. La tesi, come appena detto, si compone di una analisi degli attuali regolamenti edilizi e la prima bozza del regolamento edilizio unico, andando poi a riscontrare le varie criticità che emergono dall’attuale sistema documentaristico tramite articoli, commenti personali e soprattutto interviste ad architetti, geometri e costruttori, allo scopo di far emergere i pensieri ed i dubbi dal punto di vista di diverse figure professionali. La tesi si conclude quindi con un resoconto riguardo i pro ed i contro sul futuro regolamento edilizio unico, e se abbia senso averne uno, ottomila… o nessuno.
