The presence of the “new poverty” in contemporary cities implies a radical reinterpretation of urban spaces, and in this direction new conceptual and formal paradigms require new formulations. The aim is designing territories that have temporary, hybrid and reversible qualities, and that meet the need of “opaque” users and a request of non traditional hospitality but more emergency, temporary and sustainable. The research conducted within an exchange with the University of Vienna “TUWien” have pointed out the possibilities to add the project in the european context, such as in Vienna, a city interested in finding new spaces for people fleeing from the territories threatened by wars. The city is so rethought, not as morphological system of signs nor as functional specializations but as a territory of“cosmic hospitality” where the boundaries are blurred and the foundations are reversible. A new territory, integrated with the existing urban fabric to explore the possibility of weakening the differences between inside and outside, between public and private, producing uncertain and ephemeral perimeters that fade and incorporate anthropic elements and natural ones. The begining of the process is the identification of the elements involved in making these new spaces, a fundamental role is ascribed to the soil. Soil is re-thought, no longer as a place diposed for the signs of architecture but as an active element, ecological attribute of the architectural object itself. The natural element, in this case the water, no longer a background, but thought as an element for the construction of a “function shaped” territory. The project is designed to be removable, made up of repeatable elements which are assembled according to a dimensional mesh extendable to density gradients. The assembly of the primary elements produces secondary aggregates : eco-technological devices in which production of blue energy and waste disposal is a closed cycle within the system. Any adherence is produced, the projetc floats on the element and is just a temporary condition in the sequence of events that makes landscape. The existing condition of the Neue Donau in Vienna is taken as an example of application, however the conceptual design and formulation of this type of hospitality wants to be atopic and thus allows implementation in many type of places.
La figura del nuovo povero ( o della nuova povertà in senso allargato ) implica una radicale rivisitazione degli spazi urbani intesi in senso appurato, e in questa direzione nuovi paradigmi concettuali e formali necessitano di nuove formulazioni . Il tentativo a cui si vuole arrivare è la progettazione di territori temporanei, ibridi e reversibili per un’utenza “opaca”, che domanda un’ospitalità non tradizionale: di emergenza, temporanea e sostenibile. La ricerca condotta all’interno di uno scambio con l’università TUWien di Vienna ha portato alla riflessione sulle possibili applicazioni del progetto nel territorio europeo, come ad esempio nella capitale austriaca, interessata a trovare nuovi spazi e alloggi per i soggetti rifugiati. La città deve essere ripensata, non più un sistema di segni morfologici e specializzazioni funzionali ma un territorio per “l’ospitalità cosmica” in cui i confini e le fondamenta siano sfumati e reversibili. Un territorio nuovo, integrato al tessuto urbano esistente in cui esplorare la possibilità di indebolire le differenze tra esterno e interno, tra pubblico e privato, producendo perimetri incerti ed effimeri che sfumino e inglobino sia gli elementi antropici che quelli naturali. Il punto di partenza per l’individuazione degli elementi costitutivi di queste nuove spazialità è la ri-identificazione del concetto di suolo. Il suolo non più inteso come luogo dove accogliere il segno fondativo dell’architettura ma come elemento attivo, attributo ecologico dell’oggetto architettonico stesso. L’elemento naturale, in questo caso l’acqua, non più come sfondo separato, ma pensato come elemento per la costruzione di un territorio “funzionoide”. Il progetto è pensato per essere smontabile e si compone di singoli elementi ripetibili che si assemblano secondo una maglia dimensionale estendibile per gradienti di densità. L’assemblaggio degli elementi primari produce aggregati secondari ovvero dispositivi tecnologici a ciclo chiuso in cui produzione di blue energy e smaltimento dei rifiuti si chiude all’interno del sistema stesso. Il sistema privo di ogni aderenza, galleggia sull’elemento. Non producendo alcun segno si manifesta come condizione temporanea nel succedersi degli eventi che costituiscono il paesaggio. La situazione esistente del bacino idrico del Neue Donau a Vienna viene presa come esempio di ipotesi applicativa del progetto, tuttavia la formulazione concettuale e progettuale di questo tipo di ospitalità vuole essere atopica e consentirne quindi l’applicazione in infiniti luoghi possibili
