The present work aims to enrich empirical and theoretical evidence on Public Procurement for Innovation. In this historical period, dominated by strong economic uncertainty, public demand is one of the most effective levers to enhance the competitiveness and innovation in companies, reducing the level of perceived uncertainty with sure profits, ensuring the achievement of economies of scale and encouraging, in this way, investments in the development of new products. Adopting the perspective of public administration, the purpose of the research is to identify suitable tools and procedures for governments procuring innovative solutions for citizens. The study relies first on an in-depth literature analysis on the main innovation policy tools and the relevance, among them, of Public procurement. Subsequently, specific academic studies concerning the Public Procurement for Innovation (PPI) have been analysed, being the point of start for the definition of our Strategy - Process - Performance framework. This lead us to the identification of the procurement process stages most impacted by the use of innovative procedures and tools, as well as of the strategic and the organizational factors being able to influence the PPI outcomes. Afterwards, such evidence has been tested empirically by investigating the Italian public context. First, eighteen cases of innovative procurement in public service have been identified through secondary sources. Among these, five have been selected, on the basis of clearly defined criteria, and analysed in detail through in depth interviews. The collected information confirmed the initial hypothesis, showing that the use of certain procedures and measures drives successful outcome in the Procurement for Innovation in the public domain.
Il presente lavoro di tesi si propone di arricchire sia la ricerca teorica sia empirica riguardante il Public Procurement for Innovation. In questo periodo storico dominato da forte incertezza economica, la domanda pubblica rappresenta una delle leve più efficaci nello stimolare la competitività e l’innovazione nelle aziende, riducendo il livello di incertezza percepita con profitti sicuri, garantendo il raggiungimento di economie di scala e incoraggiando in questo modo gli investimenti nello sviluppo di nuovi prodotti. Adottando la prospettiva della pubblica amministrazione, lo scopo della ricerca è stato quello di individuare una serie di strumenti e procedure in grado di supportare le PA durante l’acquisto di soluzioni innovative. Lo studio è partito con l’esplorazione della letteratura riguardante i principali innovation policy tools e l’importanza del PPI tra questi. Si sono quindi analizzati più nel dettaglio gli studi accademici concernenti il Public Procurement for Innovation essendo questi il punto di partenze per la definizione del nostro framework Strategia-Processo- Perfomance. Al termine di questa fase, si è stati in grado di individuare le fasi del processo di acquisto maggiormente impattate dall’utilizzo di procedure e strumenti innovativi. Sono stati inoltre identificati quei fattori strategici e organizzativi in grado di influenzare l’output del PPI. In seguito, tali evidenze sono state testate empiricamente investigando il contesto pubblico italiano. In una prima fase, sono stati identificati tramite fonti secondarie, diciotto casi di acquisti innovativi nella pubblica amministrazione. Tra questi sono stati selezionati, sulla base di criteri ben definiti, cinque casi da analizzare nel dettaglio tramite interviste. Le informazioni raccolte hanno confermato le ipotesi iniziali, dimostrando che l’utilizzo di determinate procedure e accorgimenti favorisce il successo del processo di Public Procurement for Innovation.
