There are tendencies today on densely populated Asian metropolitan areas and economic centers to accumulate Higher Education Institutions (HEIs) and such happen in the Philippines where agglomeration of HEIs is locally identified as “University Belt”. This paper aims to understand the urban elements and the environment of university developments and how they are reflected on the local University Belt. It is important to identify and assess the cause and effect relationship of the local HEIs to their immediate context to understand their present and probable contributions as significant urban actors. The study analyzes the HEIs with respect to the city’s historical layers, present urban relationships, evident behavior of private actors, and existing plans and visions for development. This allows the understanding of the present social and geographic configurations, possible implications of the social trends and assessment of the conditions and situations of the territories. Particularly looking in depth with two cases in the Philippines, the city of Manila and the province of Laguna, this thesis explores the transformative relationships of the HEIs with their immediate environment. Unfortunately, the influences of the local academic institutions aren’t always constructive and maximized to their utmost potentials. Their interactions with their community and surrounding industries aren’t regulated and standardized, missing out possible opportunities and contributions for urban growth and national development. Ultimately, it is concluded that place-based plans and policies on local HEIs and their immediate environment are necessary to maximize their relationships and potentials with the emphasis on community integration and also incubation and cultivation of academic resources.
Attualmente nelle aree metropolitane e nei centri economici densamente popolati dell'Asia c'è una tendenza da parte delle Istituzioni di Istruzione Superiore di concentrarsi in un'unica zona e ciò avviene anche nelle Filppine dove l'agglomerato di questi istituti viene localmente identificato con il nome di “University Belt”. Questa tesi mira a capire gli elementi urbani e lo sviluppo universitario e come questi contesti si riflettano nella locale “University Belt”. È importante individuare e accedere al rapporto di causa ed effetto delle locali Istituzioni di Istruzione Superiore nei loro contesti immediati come attori urbani per capire i loro attuali, probabili e prossimi contributi. La ricerca analizza le Istituzioni di Istruzione Superiore rispettando i tratti storici della città, il presente sistema di relazioni urbane, l'evidente influenza di soggetti privati, e i progetti e le visioni di sviluppo presenti al momento. Tutto ciò permette di capire le esistenti configurazioni sociali e geografiche, le possibili ripercussioni delle tendenze sociali e un commento critico delle condizioni e delle situazioni di questi territori. In particolar modo, approfondimento su due casi nelle Filippine, nella città di Manila e nella provincia di Laguna, questa tesi perlustra la mutevole relazione tra gli Istituti di Istruzione Superiore e i loro contesti immediati. Purtroppo, le influenze esercitate dalle locali istituzioni accademiche non sono sempre costruttive e portate al loro massimo potenziale. Le loro interazioni con la comunità e le industrie circostanti non sono regolamentate e standardizzate, lasciandosi così scappare opportunità e contributi per la crescita urbana e lo sviluppo nazionale. Ultimamente, si è concluso all'idea che i piani basati sul posto delle locali Istituzioni di Istruzione Universitaria e dei loro immediati contesti sono necessarie a massimizzare le loro relazioni e le loro potenzialità ponendo l'enfasi sull'integrazione e anche sull'incubazione e coltivazione delle risorse accademiche.
