This dissertation project investigates the homelessness strategy “Housing First” through referenc- es from the literature and looks at the applicability of the model in Italy. Homelessness consists one the biggest problems in cities and has a great impact to the social cohesion. Researchers, scholars and policy-makers, in order to deliver effective solutions to the problem, have devel- oped a variety of strategies for tackling homelessness based on different approaches regarding the definition of homelessness and the process towards its confrontation. Housing First is one of these strategies. It relies on the idea of “the right to housing”, and on the assumption that the immediate provision of a house could give more effective and rapid positive results towards the integration of homeless individuals into the society. The strategy was developed, first, in the USA and focused on chronically homeless people with mental illnesses and people who have drug and/or alcohol problems. This dissertation addresses some critical points in order to exam- ine the applicability of this model outside the USA’s framework, investigate the opportunities and challenges that it creates and, in particular, focuses on the case of Housing First in Italy.
Questo progetto di tesi indaga la strategia per i senzatetto “Housing First” attraverso riferimenti alla letteratura e indaga l’applicabilità del modello di in Italia. La mancanza di fissa dinora è uno dei maggiori problemi in città e ha un grande impatto per la coesione sociale. I ricercatori, gli studiosi e di politici, al fine di fornire soluzioni efficaci al problema, hanno messo a punto una serie di strategie per affrontare la mancanza di una casa sulla base di approcci diversi per quan- to riguarda la definizione del fenomeno ed il processo della discussione del problema. Housing First è una di queste strategie. Si basa sul concetto di “diritto alla casa”, e sul presupposto che la fornitura immediata di una casa potrebbe dare risultati positivi più efficaci e rapidi per l’integrazi- one delle persone senza fissa dimora nella società. La strategia è stata sviluppata, inizialmente, negli Stati Uniti e si è concentrata sulle persone cronicamente senza casa con malattie mentali e sulle persone che hanno problemi di dipendenze da droga e/o alcool. Questa tesi affronta dunque alcuni punti critici al fine di esaminare l’applicabilità di questo modello al di fuori quadro degli Stati Uniti, DI indagare le opportunità e le sfide che crea e, in particolare, si concentra sul caso di “Housing First” in Italia.
