Making a plan of a city, ideal or utopian, means planning a urban settlement imagined according to rational criteria and a scientific approach. The ideal city clashes with the real city built by long and slow processes of aggregation. It has been planned with balance, symmetry and perspective.The subject of the genesis of the ex-novo city has always caught up man’s interest since ancient times, indeed we can find the first example in Babel’s metaphor and up to the most modern and futuristic examples.Planning a plot of cities, implies the same entanglements. The Victoria’s airport area is a urban sector rich of both issues and potentials. The connection in the city is stymie by the big urban emptiness of the airport and by the lack of a town-planning that render difficult the urban and infrastructural connections. The sequestration of the area divides into two different part the insular and the continental area of the city of Vitoria. This wide area is neighboring with the most important resources of the city: the ocean and the ecological reserve of mangroves, which are also elements that identify the city itself. With this project of thesis it has been proposed to heal the increasingly difficult bond between the two fragments of the city. Starting from an analysis of the current issues and the historical dynamic that have generate them towards the framework it has been developed a city-planning project for the requalification of the whole area. Besides the planning of a neighborhood with a good level of livability, it has been scheduled the reallocation of a part of the inhabitants of the favela of San Benedicto which is located 8 km from the project’s area. Looking at some international examples of environmentally sustainable neighborhood, the subject of landscape integrated with the buildings has performed a fundamental role in unifying and characterizing the area. Indeed, with this project for Vitoria it has been experimented a close coexistence of the ecological reserve with the city. This happens without any mutual interference and it is focused on the knowledge and the understanding of the fundamental element that characterizes the city
Pianificare una città, ideale o utopica, significa progettare un insediamento urbano immaginato secondo criteri razionali e un'impostazione scientifica. La città ideale si contrappone alla città reale costruita per addizioni. Essa è pianificata in equilibrio, simmetria e prospettiva. Il tema della genesi della città ex novo ha interessato l’uomo fin dall’antichità, infatti possiamo trovarne il primo esempio nella metafora di Babele fino ai più moderni esempi avveniristici. Progettare una trama di città, comporta le medesime complicazioni. L’area del aeroporto di Vitoria è un settore urbano ricco di problematiche e potenzialità. Le connessione della città è ostacolata dal grande vuoto urbano aeroportuale e dalla mancanza di un piano urbanistico che rende difficoltosi i collegamenti cittadini ed infrastrutturali. La generale segregazione dell’area separa in due parti distinte la zona insulare e continentale della città di Vitoria. Questa vasta area però si trova confinante con le risorse più importanti della città: il mare e la riserva ecologica di mangrovia, elementi identificanti la città stessa. Con questo progetto di tesi si propone una ricucitura di un legame sempre più difficile tra due frammenti di città. Partendo da un’analisi delle problematiche in atto e delle dinamiche storiche che le hanno generate in relazione al contesto, è stato elaborato un progetto urbanistico per la riqualificazione dell’intera area. Oltre alla progettazione di un quartiere con un buon livello di vivibilità, si è prevista la riallocazione di una parte degli abitanti della favelas San Benedicto distante otto chilometri dall’area di progetto. Seguendo alcuni esempi internazionali di quartiere ecosostenibili, il tema del paesaggio integrato al costruito ha svolto un ruolo fondamentale nell’unificare e contraddistinguere il territorio. Con questo progetto per Vitoria infatti si sperimenta una coesistenza a stretto contatto delle riserva ecologica con quelle cittadine, senza interferenze reciproche, ed incentrata sulla conoscenza e la comprensione di un elemento caratterizzante la città.
