Attention towards informal urbanism in urban studies, research and public debate is growing. This could be due to two facts: first, this type of urbanization is becoming the prevalent mode in many cities of the global South. Second, informal urbanism poses an antithetical nature with traditional ideas of planning that are often dominant in their hosting contexts. While different approaches trying to describe, theorize and formulate the causes of emergence of such type of urbanization (Burgess, 1978; Hardoy & Satherthwaite 1989; De Soto, 2000; Romero, 2003; Roy & Alsayyad, 2004) cover a wide range, there has been little attention paid to the contribution of local urban planning systems in emergence of informal settlements. Moreover, most theories based on the context of global South tend to homogenize these dissimilar urban agglomerations, considering informal settlement as a similar object instead of basing the arguments on peculiarities of local realities such as neighborhoods, single cities and local dynamics of planning and development. Such tendency manifests repercussions in individuating the causes of formation of such settlements. Moreover, there is a considerable geographical gap in international literature, as Iran’s informal urbanism situation has remained almost undiscovered altogether. In my research, I attempt to address such shortcomings in the existing literature through using a local case study (Farahzad informal neighborhood in Tehran) and investigate how planning itself may contribute to the exclusion of the low-income segment of the society. By means of this study, I contend that: local urban planning is among significant factors contributing to the emergence and permanence of informal settlements in case of Tehran and its Farahzad neighborhood. My findings could pose potential similar tendencies for other cities around the globe, where the rate of informal urbanization is high. This research represents data collected during a field study in summer of 2015 and uses a mixed methodology to analyze the data. In depth interviews, direct observation, questionnaires and desktop review are among the principal methods used along the study. After the introductory chapter, this dissertation builds on a comprehensive analysis of the theoretical background that can be found in the second chapter, whereby different approaches that have addressed the issue of informal settlements in planning debates have been scrutinized. In successive steps, before going down to the neighborhood level, I consider the wider picture of planning in Iranian case which has explicitly contributed to the emergence of informal urbanization. The housing supply constraints both in private and public sector, mainly influenced by policies entrenched within the 5 years’ National Development Plans of Iran, are individuated and expounded in chapter 3. Direct and indirect factors and mechanisms of exclusion of the low-income within housing and related finance policies are analyzed and brought to the front. Some of these policies are deemed as an integral component of urban planning system in Iranian context. It is supposed that the exclusion of the low-income from formal housing market, concomitant with the extremely high demand for it, prepares the ground for alternative solutions to be found in informal housing sector. Based on local definitions of informal settlement in Iranian planning debates, adherence to building norms/land use regulations and holding legal titles are individuated as two main indicators of informal settlements. Based on that, I argue, excessiveness, rigidity and un-relatedness of norms and regulations to preferences of the low-income, concomitant highly bureaucratic procedures and mal-enforcement of norms; pushes the low-income households out of formally planned city, causing the emergence of informal settlements. In a next step, I argue that in case of Farahzad informal neighborhood, instead of narrow interpretation of security of tenure (i.e. holding it equivalent to land titles); it is more significant and constructive to dissect this notion along three subsets: legal, de facto and de jure. This is in line with what was suggested by Van Gelder (2009). I argue that, a reform on planning’s regulatory framework coupled with the holistic interpretation of security of tenure could impede the formation of new informal settlements, and disrupt the permanency of the existing ones. Chapters 4 and 5 cover the issues about building/land use regulatory framework and security of tenure and are based on data collected through the field study carried out in Farahzad neighborhood. In 6th and last chapter, through a conclusive attempt and based on findings explained in the previous chapters, I argue: any governance attempt to deal with a burgeoning challenge such as high paced growth of informal urbanization, in Iran and possibly in other contexts witnessing similar conditions, it needs to examine whether the planning agenda and regulatory framework suit the needs and conditions of the low-income. In other words, what is to be scrutinized is to what extent planning deprives the low-income through supply constraints and its regulatory framework which could impede self-construction for a notable portion of the society by being cumbersome, excessive, superfluous and pernicious. Taking into consideration these deficits of local planning systems, and by directing the efforts in correcting them, the rate of existing and future informal urbanization may lower significantly.

La crescente attenzione della letteratura urbanistica al fenomeno degli insediamenti informali potrebbe essere spiegata in primo luogo dal fatto che essi stanno configurando il modello urbanistico prevalente in diverse città del Sud del mondo, e secondariamente perché rappresentano una rottura dei modelli tradizionali di pianificazione del contesto che li ospita. Diversi Autori hanno teorizzato le possibili cause di questo fenomeno di urbanizzazione (Burgess, 1978; Hardoy & Satherthwaite, 1989; De Soto, 2000; Romero, 2003; Roy & Alsayyad, 2004), ma finora il contributo dei sistemi locali di pianificazione urbana non è stato indagato. Inoltre, la maggior parte degli Autori tende ad interpretare il fenomeno degli insediamenti informali - ciascuno dei quali presenta peculiarità legate al contesto locale come quartieri, single città e dinamiche locali di pianificazione e sviluppo - come un fenomeno omogeneo in tutto il Sud del mondo, con ripercussioni nell’individuazione delle specifiche cause della formazione degli stessi. A questo si aggiunge una trattazione disomogenea dal punto di vista geografico, con la conseguente scarsità di letteratura riguardante alcune aree come ad esempio l’Iran. Nel mio caso studio riguardante l’insediamento informale di Farahzad a Tehran ho cercato di compensare tali carenze della letteratura e di indagare su come la stessa pianificazione potrebbe contribuire all’esclusione della popolazione povera dalla società. Attraverso questo studio intendo sostenere che la pianificazione locale rappresenta uno dei fattori principali che hanno contribuito ad emergenza e persistenza degli insediamenti informali nel caso di Farahzad. I miei risultati potrebbero evidenziare tendenze simili in altre città del pianeta, dove il tasso di urbanizzazione informale è rilevante. Nel mio lavoro ho utilizzato una metodologia mista che comprende l’analisi della letteratura, la consultazione dei documenti ed i dati raccolti sul campo durante un caso studio nell’estate 2015 attraverso interviste, osservazione diretta e questionari. Dopo il primo capitolo introduttivo, il capitolo successivo si struttura su analisi dell’impianto teorico e quindi dei diversi approcci al fenomeno degli insediamenti informali nella letteratura urbanistica. Prima di concentrarmi sul livello di quartiere, ho affrontato il panorama globale della pianificazione in Iran, che ha contribuito in maniera evidente alla nascita degli insediamenti informali: nel terzo capitolo sono descritti i limiti imposti alla pianificazione sia nel settore pubblico che in quello privato dal piano nazionale quinquennale di sviluppo in Iran. Da questa analisi emergono i fattori diretti ed indiretti dell’esclusione, attraverso modelli urbanistici, della popolazione povera dalla società, e del suo legame con le politiche finanziarie, considerate parte integrante della pianificazione urbana in Iran. E’ ipotizzabile che l’esclusione della popolazione povera dal mercato delle abitazioni formali, in associazione alla domanda estremamente alta in quest’ultimo settore, potrebbe porre le basi per soluzioni alternative quali l’urbanizzazione informale. Nel contesto dell’Iran i due principali indicatori dell’urbanizzazione informale sono l’aderenza alle norme della costruzione degli edifici e dell’uso dei terreni e il possesso dei titoli di proprietà fondiaria. Pertanto deduco che l’eccessiva rigidità delle normative e la loro mancanza di correlazione ai problemi dei poveri, in associazione alle complessità e alle lungaggini burocratiche, sostanzialmente spinge le abitazioni dei poveri al di fuori della città, causando in questo modo l’insorgenza degli insediamenti informali. Nel passo successivo ipotizzo che nel caso studio di Farahzad, in luogo di un’interpretazione stretta del concetto di security of tenure (garanzia di continuità della locazione) potrebbe essere più costruttivo dividere tale concetto in tre componenti, come suggerito da Van Gelder (2009): legale, de facto e de jure. Sostengo che una riforma dell’impianto normativo in associazione ad un’interpretazione flessibile del concetto di security of tenure potrebbe disincentivare la nascita di nuovi insediamenti informali, ed eventualmente ostacolare la permanenza di quelli esistenti. I capitoli 4 e 5 descrivono l’impianto burocratico-normativo sulla base di dati raccolti durante il caso studio. Nel sesto capitolo traggo le seguenti conclusioni sulla base dei risultati precedentemente esposti: qualunque tentativo del governo di affrontare il problema dell’esclusione della popolazione povera e pertanto dello sviluppo degli insediamenti informali deve prevedere che l’impianto normativo e i modelli di pianificazione rispondano ai bisogni ed alle condizioni della popolazione povera. In altre parole, è necessario indagare fino a che punto la pianificazione contribuisca all’ulteriore impoverimento di questa parte della popolazione attraverso limiti normativi che potrebbero impedire l’iniziativa edilizia individuale grazie al loro carattere eccessivo e superficiale. Considerando tali difetti dei sistemi locali di pianificazione e dirigendo gli sforzi alla loro correzione, il tasso di urbanizzazione informale esistente e futuro potrebbe ridursi significativamente.

The contribution of planning to emergence of informal settlements. A discussion starting from the case of Farahzad neighborhood, Tehran (Iran)
