Starting from the analysis of the situation of the idle and abandoned area of the former greater Milano province the thesis analyses some points of weaknesses in the current strategy for promoting the re-use for manufacturing functions of the former industrial areas in the territory. The work analyses, through an original adaptation of a model in literature created for assessing the potential clients' needs in manufacturing production (Quality assessment techniques), the needs of a potential investor in idle and abandoned areas considered as Real Estate assets. Corporate Real Estate strategy for companies is assimilated through the adaptation into a potential buyer's behaviour and the theme of attraction and retention of firms. The idea of the potential on area for the re-use as idle and abandoned industrial areas is a matter of the quality of the area considering costs of reclamation and value of the land after reclamation (the A-B-C model for brownfield regeneration). The potential of the internal market as companies from the Region interested into re-localization of their activities in idle or abandoned industrial areas is weak, considering also other factors as exogenous. Attraction and Retention of firms in the Regional Area is a focal point for many economies in the world, it generates a sort of competition among countries and Regional Areas, played directly by Foreign Direct Investments (FDI) Agencies. The thesis analyses the Foreign Direct Investments strategies of a number of relevant agencies for FDI attraction in order to enlighten the best practice in attracting investments from abroad in industrial field in order to respond to the request of the thesis: to find instruments to re-use former industrial areas for modern manufacturing production.

Partendo dall'analisi della situazione delle aree abbandonate e sottoutilizzate nell'area milanese la tesi sviluppa dei modelli originali, mutuati dalle tecniche di gestione in ambito manifatturiero, con lo scopo di comprendere quali sono le possibili potenzialità delle aree. Base della ricerca è un approccio domanda e offerta, domanda di aree per uso produttivo e offerta di aree brownfield. La parte finale della tesi sviluppa un modello basato sull'analisi delle buone pratiche per l'attrazione degli investimenti esteri, osservando le agenzie selezionate nelle aree di competizione per l'area studiata.
