Although not a new phenomenon, the recovery and regeneration of abandoned spaces are experiencing today an important spread in Italy, characterized by experimentation in the social and cultural innovation. The objective is to provide “difficult” or marginal urban areas of artistic creation and active community involvement, attributing new sense e destiny to places that have represented important elements of identity such as markets, barracks, theatres and factories. Projects of this type have a particular criticality that at the same time is one of the key factors for their success, it is the system made of many actors very different from each other that act in this direction pushed by different reasons and interests, in most cases they are profit and non-profit organizations and the Public Authority. Over time their relation is becoming closer and more complex and involves different types of interaction and cooperation, the first part of the thesis is aimed precisely at the identification of the specific characteristics of these actors and the networks they form. Further study also focuses on network activities, services and projects currently active on the Italian territory. The theme of the second part of the thesis is the innovation that characterizes these processes, in particular the cultural and social innovation. These are interpreted as new forms of audience involvement in activities both cultural and social; as new ways of service offering; new types of financing and project economic sustainability. Therefore a special focus has been devoted to the theme of the social impact assessment that social enterprises are able to create through their activities and that can be useful at the time they want to obtain funding from third parties or simply want to check that their actions get the right results on the community. By way of explanation there are also reported three case studies of recent formation located in the city of Milan that translate into practice what has been analyzed in the first two parts of the thesis. These case studies are: Cascina Torrette di Trenno, BASE Milano and Palazzina 7. This analysis wants to bring at the end to the identification of an indicator kit that involves the main aspects of the social impact with a particular interest to their applicability to the theme of abandoned buildings regeneration.
Nonostante non siano fenomeni nuovi, la riqualificazione e la rigenerazione di spazi dismessi stanno conoscendo in Italia una forte diffusione, caratterizzata da sperimentazioni nel campo dell’innovazione sociale e culturale. L’obiettivo è quello di offrire creazione artistica e coinvolgimento della comunità in aree urbane “difficili” o marginali, attribuendo nuovo senso e destino a posti con un’importante identità pregressa come mercati, caserme, teatri e fabbriche. Progetti di questo tipo presentano una particolare criticità che allo stesso tempo rappresenta uno dei fattori chiave per il loro successo, si tratta di un sistema composto da diversi attori molto differenti tra loro che agiscono spinti da diverse ragioni e interessi, nella maggior parte dei casi sono organizzazioni for profit e non profit e l’Autorità Pubblica. Nel tempo la loro relazione sta diventando sempre più stretta e complessa e implica diversi tipi di interazione e cooperazione, la prima parte della tesi è volta ad identificare le specifiche caratteristiche di questi attori e delle reti che essi formano tra di loro. Un’ulteriore analisi si concentra sulle attività di network, servizi e progetti attualmente attivi nel territorio italiano. Il tema della seconda parte della tesi è l’innovazione che caratterizza questi processi, in particolare l’innovazione sociale e culturale. Queste sono interpretate come nuove forme di coinvolgimento del pubblico nelle attività culturali e sociali; come nuove modalità nell’offerta dei servizi; come nuovi tipi di finanziamento e sostenibilità economica del progetto. Dunque particolare attenzione è stata dedicata al tema della valutazione d’impatto sociale che le imprese sociali riescono a creare attraverso le loro attività e che può servir loro nel momento in cui vogliano ottenere dei finanziamenti da parte di terzi o semplicemente nel caso in cui vogliano controllare che le loro azioni ottengano i giusti risultati sulla comunità. A titolo esplicativo sono poi riportati tre casi studio di recente formazione, situati nella città di Milano, che traducono in chiave pratica tutto ciò che è stato analizzato nelle prime due parti della tesi. Questi casi studio sono: Cascina Torrette di Trenno, BASE Milano e Palazzina 7. Quest’analisi vuole portare alla fine all’identificazione di un kit di indicatori che includa gli aspetti principali dell’impatto sociale con particolare interesse alla loro applicabilità al tema della rigenerazione di edifici in abbandonati o sottoutilizzati.
