Qualification of non-regulated professions. Proposal of a certification scheme for property manager

This thesis is developed on a detailed insight of the Property Manager figure, in relation to the theme of the professional qualification and certification. The objective is to provide an instrument for the recognition and regulation of the Property Manager and the outcome of the work is a proposal for a qualification and certification scheme based on competences and requirements. The choices of the theme together with the scope of the thesis are suggested by some of the current topics. First of all, it was considered the development of the Real Estate Market that has been characterized by a sharp increase of the workforce resulting in a wider number of professionals among which the Property Manager. Moreover, the diffuse interest for the qualification and certification of competencies has been analysed including, but not limited to, the “non-regulated” professions. In addition to the literature review, the scheme was mainly developed thanks to the accrued working experience of one year in the Property Management Department of one of the most recognized Real Estate consultant companies. The dissertation is structured in two parts. Starting from a Real Estate Market overview that highlight the sharp increase in the involved workforce (Chapter I), the Figure of the Property Manager has been defined in Chapter II. Furthermore, in the third chapter,the Professional Qualification and Certification has been studied as a reliable instrument used to regulate and control the performances of professional figures.The second part provides a proposal of Certification and Qualification scheme for Property Manager. The scheme is based on the competences and minimum requirements resulted from the study of all the tasks and processes in charge to the professional figure. Starting from the description of the methodology used (Chapter IV), the tasks and processes analysis is developed in Chapter V,VI, VII. Finally, as a result from the above, Chapter VIII provides the list of all the competences and minimum requirements necessary for qualification and certification scheme.

La tesi sviluppa un approfondimento sulla figura del Property Manager, in relazione al tema della qualifica e certificazione professionale. L’obiettivo è quello di fornire uno strumento che possa regolare ed identificare tale figura. Il risultato che ne deriva è una proposta di schema di qualificazione e certificazione basato su competenze e requisiti minimi. La scelta del tema è stata influenzata da alcune tematiche molto attuali. In primis, si è considerato lo sviluppo del mercato immobiliare assieme al consistente incremento degli impiegati nel settore dei servizi immobiliari. In aggiunta, si è considerato l’interesse diffuso e generalizzato per il tema della certificazione e qualificazione delle competenze, particolarmente utilizzato nelle così dette “Professioni Non Regolamentate” Lo schema è stato sviluppato basandosi sia su una ricerca bibliografica, sia principalmente sull’ esperienza diretta, maturata durante un anno nel dipartimento di Property Manager di una primaria società di consulenza immobiliare. La tesi si articola in due parti. La prima fornisce una panoramica generale del settore immobiliare, della figura del Property e del tema della Certificazione e Qualificazione. Nella seconda parte si sviluppa la proposta per lo schema di qualificazione e certificazione. La definizione delle competenze e dei requisiti necessari è stata dedotta a seguito di una analisi dettagliata su tutte le attività e i processi che caratterizzano il lavoro del Property Manager.
