The topic of the community Architecture throw the different dictatorial european regime is always been a particular theme, interesting to understand the development of building rules and social policy grown by the political administration. Spain, with its long historical time where Franco was the dictator, last over fifthy years, it is the aim of this research; the composition, here written, wants to highlight the legislative, or not, fundamentals that caracterized the spanish building policy, focusing on the transition between the Republic and autarky. The example of the city of Bilbao is carefully treated; the north of Spain is absorbed into a geo-political and economical situation, different from the south questions and the two main spanish cities of Madrid and Barcelona. For this reason, it has been deeply analysed the historical-legislative aspect about the separatist region of Basque Country showing how, using local regulations, the housing problem could be partially solved by citizens and regional input, increasing the cultural gap between the central nation and the local communities. Bilbao, with its prominent position about factories, come across the national development of laws, focused on helping the inner migration flow coming from the poorest region of the nation. The work is offered in two main sections, the first one truly historical, the second one focused about the energy-planning renovation of a social housing located into the Bilbao neighborhood of San Ignacio de Loyola, completed at the end of ‘40 at the north-west of the city.
Il tema dell’Architettura popolare durante i differenti regimi dittatoriali europei, è sempre stato un argomento particolarmente interessante per capire lo sviluppo dei regolamenti edilizi e di politiche sociali sviluppate dall’amministrazione politica in carica. La Spagna, con la sua lunga storia Franchista, durata oltre cinquanta anni, risulta essere al centro di tale ricerca; l’elaborato, di seguito proposto, vuole andare a sottolineare gli aspetti principali, legislativi e non, che hanno caratterizzato la politica edilizia spagnola, mettendo in risalto il passaggio dalla Repubblica all’Autarchia. Il caso della Città di Bilbao viene trattato con interesse; il nord della Spagna si ritrova immerso in una situazione geo-politica, ed economica, differente da quella del sud e dalle due principali città spagnole Madrid e Barcellona. Per tale motivo, si analizza in modo dettagliato l’aspetto storico-legislativo da parte della regione indipendentista dei Paesi Baschi esponendo come, attuando politiche di interesse locale, il problema della casa venga in parte risolto da input cittadini e regionali, aumentando ulteriormente il distacco culturale tra lo stato centrale e le comunità autonome locali. Bilbao, con la sua importante posizione industriale, si trova isolata dalle politiche di sviluppo nazionale, concentrate sull’aiuto dei flussi migratori interni provenienti dalle regioni più povere del Paese. Il lavoro è qui proposto in due sezioni, una propiamente storica, ed una di recupero energetivo-progettuale sulle residenze popolari del quartiere bilbaino di San Ignacio de Loyola, realizzato a fine anni ‘40 al limite nord-ovest cittadino.
