The complexity and fragmentation of the urban fabric of Berlin, besides being the result of the destruction of war and the subsequent division, can be attributed to the communal mergers and speculation of plans. Significant to define the municipal boundaries current was certainly the unification of Berlin, Colln, Dorotheenstadt Friedrichwerder and willed by Federico I, King of Prussia, in 1710. Much more important was the approval of Law which in 1920 established the great Berlin, a conurbation for a total of 3.858.000 inhabitants. Beyond the organization in 20 districts, had no place a town planning of cities, despite Berlin was one of the major world capitals for both population for both urban extension. The problem of planning, already detectable in the XVIII century, will reach its culmination in the second half of the nineteenth century when the German city underwent a substantial development due to the phenomenon of the industrialization and the consequent return of a considerable number of immigrants from the countryside. This migratory flow allowed the landowners the construction and development of serial Mietskaserne, living model of speculative type which transformed Berlin ne "the largest city-mietkaserne in the world". In an attempt to curb speculation was promulgated in 1853, the first building regulation which posed as main objective to regulate the consumption of soil in such a way as to limit the size of Mietskaserne. This was not possible because of the new plan of expansion written by J. F. Hobrecht in 1862, which through the proposal of a new road grating on regular plots did nothing that increase even more the population density. They followed different proposals for the city of Berlin (1910; 1931; 1957), thrusts undoubtedly from Berlin exhibition of architecture that consolidated their importance with the advent of the twentieth century. The face of the city, however, was upset with the second world war which destroyed more than half of the city fabric, and with the subsequent construction of the famous wall. These circumstances modified both the fabric of the city and is the life styles of people of Berlin. They are an example of what the Hansaviertel district and the KarlmarxAlee, which represent in their entirety the visions and thoughts of the two forces that governed the city. Subsequently in West Berlin was established in 1984-87 the Internationale Bauausstellung Berlin, IBA, with the aim of guiding the reorganization of central areas abandoned within the historic city of Berlin, become marginal to their proximity to the wall. With respect to the architectural experimentation of the past, the IBA did not intend to build districts-template to submit to international criticism but stood in the goal of repairing the damaged tissue and isolated by the war. Despite these interventions the city still has many abandoned areas along the course of the river. The project then poses the attention on those surfaces near the infrastructure points of the city and how to propose a new intervention designed to stimulate a new relationship between green space and space inhabited.
La complessità e la frammentazione del tessuto urbano di Berlino, oltre ad essere il risultato delle distruzioni belliche e della successiva divisione, può essere attribuita alle unificazioni comunali e alla speculazione edilizia dei piani regolatori. Significativa a definire i confini comunali attuali fu certamente l’ unificazione di Berlino, Colln, Dorotheenstadt e Friedrichwerder voluta da Federico I, Re di Prussia, nel 1710. Ben più importante fu l’approvazione di legge che nel 1920 istituiva la Grande Berlino, una conurbazione per un totale di 3.858.000 abitanti. Al di là dell’organizzazione in venti distretti, non ebbe luogo una pianificazione urbanistica della città, nonostante Berlino fosse una delle maggiori capitali mondiali sia per popolazione sia per estensione urbana. Il problema della pianificazione, già riscontrabile nel XVIII secolo, raggiungerà il suo culmine nella seconda metà dell’Ottocento quando la città tedesca conobbe uno sviluppo consistente dovuto al fenomeno dell’industrializzazione e al conseguente richiamo di un considerevole numero di immigrati dalla campagna. Questo flusso migratorio permise ai proprietari terrieri la costruzione e lo sviluppo seriale delle Mietskaserne, modello abitativo di tipo speculativo che trasformò Berlino ne “la più grande città-caserma d’affitto al mondo”. Nel tentativo di frenare la speculazione venne emanato nel 1853 il primo regolamento edilizio che poneva come obiettivo principale la regolamentazione del consumo di suolo in modo tale da limitare le dimensioni delle Mietskaserne. Ciò non fu reso possibile a causa del nuovo piano d’espansione redatto da J. F. L Hobrecht nel 1862, il quale attraverso la proposta di un nuovo reticolo viario su lotti regolari non fece altro che aumentare ancor di più la densità abitativa. Seguirono diverse proposte per la città di Berlino (1910; 1931; 1957), spinte indubbiamente dalle Esposizioni berlinesi di architettura che consolidarono la loro importanza con l’avvento del XX Secolo. Il volto della città però, venne stravolto con il secondo conflitto mondiale, il quale distrusse più della metà del tessuto cittadino, e con la successiva costruzione del famoso muro. Queste circostanze modificarono sia il tessuto cittadino e sia gli stili di vita della popolazione di Berlino. Sono esempio di ciò il quartiere Hansaviertel e la KarlmarxAlee, i quali rappresentano nella loro totalità le visioni e i pensieri delle due forze che governavano la città. Successivamente a Berlino Ovest venne istituita nel 1984-1987 L’Internationale Bauausstellung Berlin, IBA, con l’obbiettivo di guidare la riorganizzazione delle aree centrali abbandonate all’interno della città storica di Berlino, divenute ormai marginali per la loro vicinanza al muro. Rispetto alle sperimentazioni architettoniche del passato, l’IBA non intendeva costruire quartieri-modello da presentare alla critica internazionale, bensì si pose l’obbiettivo di ricucire il tessuto danneggiato e isolato dalla guerra. Nonostante questi interventi la città presenta ancora numerose aree abbandonate lungo il corso del fiume. Il progetto pone quindi l’attenzione su quelle superfici a ridosso dei punti infrastrutturali della città e di come proporre un nuovo intervento atto a stimolare un nuovo rapporto tra spazio verde e spazio abitato.
