The purpose of this work is to formulate project scenarios to establish a dialogue between citizens and public administration, planning decision making and infrastructure production in the metropolitan city of Milan, introducing forms of participation throughout the implementation process. The test ground chosen is that of the new M4 metro line in Milan, a process that is still underway and extremely complex, to which we have tried to make our contribution. In particular, we have produced scenarios to facilitate the shared project of the future open spaces of the Argonne-Forlanini stretch, now occupied by shipyards and not yet designed. The objective is to provide operational tools for the realization of participatory meetings. The whole approach is based on well-defined theoretical premises, analyzed in the three parts that structure the thesis. In the first part, we analyze the topics of infrastructure and cities and broad terms, trying to draw a geography as complete as possible of the theme. The infrastructure project implies both responding to transport needs but also the modification of the physical, social and economic environment. The emphasis is on how the infrastructure, if well designed, can improve the spatial quality and life of the inhabitants by reducing conflicts. Below is the theme of participation, as the concept emerges, in response to the inevitable conflicts that emerge in the infrastructure project. In the second part, the perspective comes close to Milan, with the historical analysis of existing infrastructures, and then deepening the M4 theme: construction phases, actors, temporary city yards, conflicts and committees. In the third and last part, the path focuses on the area covered by the scenarios, drawing the picture of the current situation, the demands of the committees, and the process within which we enter it. The final chapter describes the formulation of scenarios, such as the Test Planning Method application, and identified identification, listening, information, consultation and participation tools.
Lo scopo di questo lavoro consiste nel formulare degli scenari progettuali per instaurare un dialogo tra i cittadini e la pubblica amministrazione, nei processi decisionali di pianificazione e produzione di infrastrutture nella città metropolitana di Milano, introducendo forme di partecipazione in tutto il processo realizzativo. Il terreno di sperimentazione scelto è quello della nuova linea metropolitana M4 a Milano,un processo ancora in corso ed estremamente complesso, a cui abbiamo cercato di dare il nostro contributo. In particolare, abbiamo prodotto degli scenari per facilitare il progetto condiviso dei futuri spazi aperti del tratto Argonne-Forlanini, oggi occupati da cantieri e non ancora progettati.L'obiettivo è di fornire strumenti operativi per la realizzazione di incontri partecipati. L'intero approccio si fonda su premesse teoriche ben precise, analizzate nelle tre parti che strutturano la tesi. Nella prima parte, si analizza i tema di infrastruttura e città n termini ampi, cercando di disegnare una geografia il pi possibile completa del tema. Il progetto infrastrutturale implica sia rispondere alle esigenze di trasporto ma anche la modificazione dell'ambiente fisico, sociale ed economico. si pone quindi l'accento su come l'infrastruttura, se ben progettata, possa migliorare la qualità spaziale e di vita degli abitanti, riducendo i conflitti. Di seguito si approfondisce il tema della partecipazione, come è nato il concetto, in risposta agli inevitabili conflitti che emergono nel progetto infrastrutturale. Nella seconda parte la prospettiva si stringe su Milano, con l'analisi storica delle infrastrutture esistenti, per poi approfondire il tema della M4: fasi di costruzione, attori, città temporanea dei cantieri, conflitti e comitati. Nella terza ed ultima parte, il percorso di focalizza sull'area oggetto degli scenari, disegnando il quadro della situazione attuale, delle richieste dei comitati, e del processo all'interno del quale ci inseriamo. Il capitolo conclusivo descrive la formulazione degli scenari, come applicazione di Test Planning Method e gli strumenti individuati di identificazione, ascolto, informazione, consultazione e partecipazione.
