This thesis originated out of an interest in the impact of urban segregation on South African cities and the aim was to design a more inclusive, accessible and permeable city for the future. The project focused on the town of Paarl, a low-density, agricultural town lying 60km inland from Cape Town, which is the main economic centre for the greater Cape Winelands agricultural region. The history of the town is discussed in this investigation to demonstrate the urban fabric produced by the decisions and interventions during various colonial and oppressive governments in the past (most recently the apartheid regime) and how this relates to the current social segregation. Furthermore the research for the proposal was done on the basis/from the root that the creation of physical permeability in a city has to be supported by a strategy on a social level, namely to understand how people, especially marginalised ones, currently use public space and any related social conflicts. The field of action for the project is the area in the centre of Paarl around the Berg River which became an urban dividing line between various racial groups during apartheid. In addition, through the construction of linear infrastructures such as roads, railway lines and industrial areas parallel to the river, this space has become an infrastructural wedge that continues to sever the town. The urban plan takes the form of a path of public amenities, focusing on how people move through the neighbourhood. This speaks to a notion of unequal ownership, accessibility and right of way, which together imply an unequal right to the city. Along a linear axis that transverses the wedge, different interventions are proposed at each point of intersection with a linear infrastructure, creating a community that is better connected and which supports better development. These interventions are part of a greater multi-layer strategy, which aims to better integrate different paths, programmes and green and grey infrastructure along the axis and within the greater urban system. The development of this linear system informed the design of the architectural project, which is an integral part of the system. The design approach was to create a hybrid civic building, with a train station as its foundation, with the intention of public transport becoming a platform for social mixing and equalising. Additional functions are included which allow for community involvement, expression and engagement whilst simultaneously acting as a fulcrum and catalyst for urban development within the linear system and surrounding district. This building integrates the station - the arrival point from the greater territory - with various functions/aspects that encourage community engagement and economic/social empowerment on a local level thereby allowing it to become a building that invites all groups of the public to engage with it, find use in it and benefit from it.
La ricerca è iniziata dall'interesse verso il tema della segregazione urbana nelle città del Sud Africa. L'obiettivo è quello di porre le basi per lo sviluppo di città più accessibili, permeabili e inclusive. Il progetto di tesi si concentra sulla città di Paarl, un'insediamento agricolo a bassa densità, situato a 60km da Cape Town, principale centro economico della regione agricola delle Cape Winelands. L'analisi della storia dello sviluppo città mette in luce un tessuto urbano frutto dall'insediamento di governi coloniali oppressivi (tra cui l'apartheid) e la sua relazione con la segregazione sociale rimane visibile ancora al giorno d'oggi. La ricerca che ha preceduto la proposta progettuale è stata sviluppata con la convinzione che il raggiungimento di una nuova permeabilità fisica deve essere supportata da una strategia a livello sociale, per capire come le persone, specialmente quelle che vivono alle periferie delle città, utilizzano lo spazio pubblico e quali sono i conflitti sociali legati a questo tema. La proposta progettuale si focalizza su un'area centrale della città di Paarl, attraversata dal fiume Berg, che durante l'apartheid segnava una linea di confine tra i diversi gruppi razziali. Questa area - attraverso la costruzione di strade, percorsi ferroviari e aree industriali lungo il percorso del fiume – è diventata un margine che continua a dividere la città. Il progetto di tesi, collocato lungo un asse che incrocia questo margine, propone differenti interventi nei punti di intersezione con il precedente sviluppo infrastrutturale lineare, ponendosi come obiettivo ulteriore l'integrazione delle infrastrutture esistenti con il sistema urbano. Lo sviluppo del sistema lineare integra la proposta architettonica nel sistema urbano. L'approccio progettuale si propone di creare un edificio civico che attraverso l'ibridazione coinvolga la comunità e ne permetta l'espressione; allo stesso tempo l'edificio agisce come fulcro e catalizzatore per lo sviluppo del sistema infrastrutturale lineare e il contesto urbano circostante. L'edificio si integra con la stazione ferroviaria esistente – nodo infrastrutturale connesso con il territorio – servendosi di funzioni che stimolino il coinvolgimento della comunità e lo sviluppo economico a livello locale. A questo scopo sono stati progettati un mercato informale, servizi comunali e educativi che permettano all'edificio di soddisfare le necessità di tutti i gruppi sociali.
