A refugee, is a person who has been displaced from his home and forced to cross national border. The problem of refugees dates back to Ancient Greece and Egypt. In the modern days, following the World War II, millions citizens from Eastern Europe fled the devastations of war. The term “refugee” has been defined by the 1951 UN Refugee Convention that gave rights to the migrants and obligations for the hosting countries. In 2015, more than a million migrants and refugees from the Middle East and Africa crossed the borders of Europe, causing a crisis as countries struggled to cope with the influx. This in turn created a division in the EU over how to best deal with the resettlement of people. In particular, our case study is the city of Como, Northern Italy. The city found itself the host of hundreds of refugees trying to reach Northern Europe through the Swiss border. However, the Swiss border was blocked and people were sent back finding their only option was to sleep in front of San Giovanni train station. Nowadays, those people are hosted in “50 prefab boxes” under the supervision of the Red Cross and the Police. The project’s aim is to explore the ways architecture can help in resolving this type of issues. The idea of using former barracks came in after a research on “where” and “how” this problem could be solved on a national level. We noticed that in many cities in Italy, former military barracks are abandoned or not used anymore. This project could be seen as a prototype that can be applied not only in Como, but in other cities as well. What is offered currently in most of the reception centers is barely providing the very basics of life. However, a research on Foucault’s idea about “Heterotopia” led us to the conclusion that the question of “integration” inside a city is a different and better approach compared to the housing of refugees in enclosed camps. It served us as a guideline on how to manage the space and to integrate “an alien” element into another. The project proposes a redevelopment of Caserma De Cristoforis. It uses vertical separation to define public from private spaces in an attempt to open the refugee center to the surrounding neighborhood. A layer of the refugee is raised above the ground level which is transformed in a public market and workshop spaces where refugees could socialize with the citizens of Como.
Un rifugiato, è un individuo che, in seguito alle vicende del proprio paese, ha ottenuto asilo politico in un paese straniero. Il problema dei rifugiati risale alla Grecia Antica e all'Egitto. Ai nostri giorni, dopo la Seconda Guerra Mondiale, milioni di cittadini dell'Europa dell'Est sono fuggiti dalle devastazioni della guerra. Il termine "rifugiato" è stato definito dalla Convenzione sui rifugiati dell'ONU del 1951 che ha dato diritto ai migranti e agli obblighi dei paesi ospitanti. Nel 2015 più di un milione di migranti e profughi provenienti dal Medio Oriente e dall'Africa hanno attraversato i confini europei, causando una crisi continentale, mentre i paesi hanno lottato per affrontare l'afflusso. Questo, a sua volta, ha creato una divisione nell'UE su come meglio occuparsi del reinsediamento delle persone. In particolare, il nostro caso studio è la città di Como, Italia del Nord. La città si è trovata come ospite di centinaia di rifugiati che cercano di raggiungere l'Europa settentrionale attraverso il confine svizzero. Tuttavia, il confine è stato bloccato e le persone sono state mandate indietro trovando come unica opzione quella di dormire di fronte alla stazione ferroviaria di San Giovanni. Oggi, sono ospitate in "50 prefabbricati" sotto la supervisione della Croce Rossa e della Polizia. L'obiettivo del progetto è quello di esplorare i modi in cui l'architettura può aiutare a risolvere questo tipo di problematiche. Abbiamo notato che in molte città d'Italia, le ex caserme militari sono abbandonate o non vengono più utilizzate. Quello che viene offerto attualmente nella maggior parte dei centri di accoglienza è soddisfare i bisogni primari. Tuttavia, una ricerca sull'idea di Foucault sull'Heterotopia ci ha portati alla conclusione che la questione dell'integrazione all'interno di una città è un approccio diverso e migliore rispetto all'abitazione di rifugiati in campi chiusi. Ci ha servito come una guida su come gestire lo spazio e integrare l'elemento "un alieno" in un altro. Il progetto propone una riqualificazione della Caserma De Cristoforis. Utilizza la separazione verticale per definire pubblico da spazi privati nel tentativo di aprire il centro profughi al quartiere circostante. Il livello dove sono insediati i rifugiati è sollevato al di sopra del livello del suolo che si trasforma in un mercato pubblico e negli spazi di officina in cui i rifugiati possono socializzare con i cittadini di Como.
