Revitalizing Vukovar. Facing the Danube

This thesis has two major purposes: (1) to investigate the shrinking problem in Croatia and then deepen the research in Vukovar, as a peculiar case of shrinkage among Croatian cities (2) to develop a research-based design project. This study is specifically concerned with the causes, consequences and effects of the continuous shrinkage in Vukovar, taking them as a baseline in developing a vision and a concrete project for reactivating the city. The goal of the project is putting in action the resources and possibilities the city already has, providing conditions for smart, sustainable and inclusive growth and development. This thesis is structured in three main parts, we provide a general overview of shrinkage in Croatia, then investigate our major case study in Vukovar and finally we provide a project which is a response to the actual situation of the city. The shrinking problem in Vukovar is a result of a vicious circle and the major reasons of this circle are: (a) Working migrations (b) lack of investments. The city has a great potential lying between two rivers, the Danube and Vuka River since it is Croatia's biggest river port. As long as Vukovar is part of the EU 2020 Danube Strategy, re-treating the riverbank of Danube would have a big impact as a first phase of intervention. This would give to the city more attractiveness for the tourists, would provide new jobs, attract new investment, attract young professionals to live and work in Vukovar etc. As a second phase of intervention is the Vuka riverbank and the re-construction of the old bus station, which is already foreseen in the Reconstruction and Development of the town of Vukovar Plan. On the basis of the results of this research, it can be concluded that these interventions would give back to Vukovar the prosperity that the city had before the war, and make it an important strategic point in the map of Danube cities.

Questo progetto di Tesi si pone due obiettivi principali: (1) Investigare il problema delle shrinking cities in Croazia, e successivamente approfondire la ricerca a Vukovar, un particolare caso di shrinking tra le città croate. (2) Sviluppare un progetto basato su questa ricerca. Questo studio si concentra specificatamente sulle cause, conseguenze ed effetti di questo continuo shrinking a Vukovar, traendoli come base di partenza per lo sviluppo di una visione e di un progetto concreto per rivitalizzare la città. Lo scopo è mettere in azione le risorse e le possibilità che la città già possiede, dando una possibilità di crescita e sviluppo intelligente, ecosostenibile e inclusivo. Questa tesi è strutturata in tre parti: dapprima viene fornita un'overview generale dello shrinkage in Croazia; successivamente viene riportato il caso studio principale, Vukovar; infine viene presentato un progetto che vuole dare una risposta concreta alla situazione attuale della città. Il problema dello shrinking a Vukovar è il risultato di un circolo vizioso, le cui principali cause sono: (a) migrazioni lavorative (b) mancanza di investimenti. La città avrebbe infatti un grande potenziale, dal momento che si trova a metà tra due fiumi, il Danubio e il fiume Vuka, ed è il maggiore porto fluviale della Croazia. Inoltre Vukovar fa parte del EU 2020 Danube strategy, e il ri-trattatmento del letto del fiume Danubio avrebbe un impatto considerevole già come prima fase di questi interventi. Ciò procurerebbe alla città una maggiore attrattiva da parte dei turisti, creerebbe nuovi posti di lavoro attraendo nuovi giovani professionisti a lavorare e vivere a Vukovar, e porterebbe anche nuovi investimenti. La seconda fase d'intervento si occupa del letto del fiume Vuka e della ricostruzione della vecchia autostazione della città, già in programma nel piano di Ricostruzione e Sviluppo della città di Vukovar. Sulla base dei risultati di questa ricerca, si può concludere che questi interventi restituirebbero a Vukovar la prosperità che la città ha conosciuto prima della Guerra, e inoltre la renderebbe nuovamente un importante punto strategico nella mappa delle città bagnate dal Danubio.
