The area of project plays a strategic importance both for the dimensions and for the position in correspondence of two remarkable knots of the railway accessibility of regional and interregionale level (the Stations of Bovisa and Villapizzone). The site, storied in reason for the industrial past of which memory remains in some manufactured articles of industrial archaeology of the '900, are today degraded and inaccessible. The principal characteristic of the area of Bovisa is constitute a "enclave" inside the city, where appears urgent an answer, particularly from the involved institutions. Hence the need to compare him with demands to more levels: from the neighboring districts, to the whole town up to the metropolitan city, dimensions what constitute in the area of Bovisa Gasometri a piece of a wider project. The interaction with the citizens, and particularly with some collective actors, has been marked by a conflit towards the town administration, especially in connection to the theme of the remediation. This has been one of the principal problems that has stopped until today the study and the development of the area, not only concerning the high costs of execution but also all the problems and the discussions about the maintenance or not about the patrimony arboreal and architectural industrialist. From a side the thought of the Municipality and Polytechnic that it would bring to a further building development, contributing to concreting the area and from the other side the citizens of the zone that would like to keep the green imprint of the area. This scenery was supported from the normative Italian on the remediation that, also after a careful benchmarking with the other Europeans normatives, has ensured that is favoured the commercial destination rather than that residential/green. In the final part of the thesis is proposed a progettual scenery alternative that can accomodate both the demands of the town administration and of the citizens. The area of the "goccia" as a green area, serving as theme of connection of the functions, becoming a carrying axle of the process of transformation. In this way the district of Bovisa will welcome a new perfectly integrated and open green area in the city.
L’area di progetto riveste un’importanza strategica sia per le dimensioni sia per la posizione in corrispondenza di due nodi rilevanti dell’accessibilità ferroviaria di scala regionale e interregionale (le Stazioni di Bovisa e di Villapizzone). Il sito, fortemente carico di storia in ragione del passato industriale di cui resta memoria in alcuni manufatti di archeologia industriale del ‘900, è oggi degradato ed inaccessibile. La principale caratteristica dell’area di Bovisa è infatti quella di costituire un “enclave” all’interno della città, rispetto cui appare urgente una risposta, in particolare dalle istituzioni coinvolte. Nasce il bisogno di confrontarsi concretamente con esigenze espresse a più scale: dai quartieri limitrofi, alla città intera fino alla città metropolitana, dimensioni che costituiscono nell’area di Bovisa Gasometri un tassello di un progetto più ampio. L’interazione con i cittadini, ed in particolare con alcuni attori collettivi, è stata segnata da una conflittualità nei confronti dell’Amministrazione comunale, soprattutto in relazione al tema delle bonifiche. Questo è stato uno dei problemi principali che ha bloccato fino ad oggi lo studio e lo sviluppo dell’area, riguardando non solamente i costi troppo elevati di esecuzione ma anche tutte le problematiche e le discussioni relative alla conservazione o meno del patrimonio arboreo e architettonico industriale. Da un lato il pensiero del Comune e Politecnico che porterebbe ad un ulteriore sviluppo edilizio, contribuendo alla cementificazione dell’area e dall’altro i cittadini della zona che vorrebbero invece mantenere l’impronta verde dell’area. Questo scenario è stato favorito dalla normativa italiana sulle bonifiche che, anche dopo un attento confronto con le altre normative europee, ha sempre fatto in modo che venisse favorita la destinazione d’uso terziaria/commerciale piuttosto che quella residenziale/verde. Nella parte finale della tesi viene proposto uno scenario progettuale alternativo che possa venire incontro sia alle esigenze dell’Amministrazione comunale sia a quelle dei cittadini. L’area della “goccia” come area verde, che dovrà costituire tema di connessione tra le funzioni, diventando un asse portante del processo di trasformazione. In questo modo il quartiere di Bovisa accoglierà una nuova area verde perfettamente integrata ed aperta nella città.
