In the last years, the methods and the tools used to accomplish work practices have changed dramatically. Organizations, in order to be successful, learned abandoning inappropriate work configurations and adopting new organizational principles enhancing spatial and temporal flexibility and autonomy in the choices of work settings. In this context, practitioners and academics started talking about Smart Working (SW), defined as a flexible approach in managing the workplace, the timetable and work tools, which allow people to reach both a greater professional efficiency and a better balance between one’s work and private life, through an increase in autonomy in return for a higher level of responsibility on the results. Simultaneously, the Italian Public Sector has been suffering from a deep crisis caused by multiple reasons such as the difficulty in attracting valuable human resources, the lack of transparency and flexibility and the absence of a target-oriented culture. For this reasons on the 7th of August 2015 it has been published the Madia Reform, whose objectives include the introduction of SW in the Italian Public Administrations. On the 10th of May 2017, the Senate approved the law draft that aimed at regulating the implementation and giving specific instructions about SW. The output has been the promulgation of the law n. 81 on the 22nd of the same month to regulate the application of this approach, with the double objective of safeguarding the employees who are working autonomously and of enhancing flexibility in work. In this thesis are analysed the diffusion of the phenomenon within the Italian Public Sector, the characteristics of the initiatives introduced, the best practices of the most successful implementations of SW and, through a statistical model, are presented the impacts of the introduction of this practice on the employees’ wellbeing and performance.
Nel corso degli ultimi anni, le modalità e gli strumenti utilizzati per svolgere le attività lavorative sono cambiati significativamente. Per essere di successo, le organizzazioni hanno imparato a sostituire le pratiche lavorative inappropriate con nuovi principi organizzativi volti a migliorare la flessibilità spaziale e temporale. In questo contesto, gli accademici e i professionisti hanno iniziato a parlare di Smart Working (SW), inteso come un approccio flessibile nel gestire dove, quando e come lavorare, permettendo alle persone di raggiungere una maggiore efficienza professionale e una migliore conciliazione tra vita lavorativa e privata, attraverso una maggiore autonomia a fronte della responsabilizzazione sugli obiettivi individuali. Contemporaneamente, il Settore Pubblico Italiano è stato colpito da una profonda crisi generata da molteplici cause, tra cui la difficoltà nell’attrarre personale valido, la mancanza di trasparenza e flessibilità e l’assenza di una cultura lavorativa orientata ai risultati. Per colmare queste lacune, il 7 agosto 2015 è stata varata la Riforma Madia, tra i cui obiettivi è prevista l’introduzione dello SW nel Settore Pubblico Italiano. Il 10 maggio 2017, il Senato ha approvato il disegno di legge finalizzato a disciplinare l’applicazione dello SW. Il risultato è stata la promulgazione della legge numero 81, pubblicata ufficialmente il 22 dello stesso mese, con l’obiettivo di tutelare il lavoro autonomo e di aumentare la flessibilità lavorativa. In questa tesi sono state analizzate la diffusione del fenomeno all’interno delle Pubbliche Amministrazioni, le caratteristiche di tali iniziative, le migliori prassi per un’implementazione di successo dello SW e, attraverso l’utilizzo di un modello teorico, sono stati presentati gli effetti di tali pratiche sulle performance e sul benessere degli impiegati.
