Ex Caserma Montello. Alternative alla detenzione carceraria. Alloggi semisorvegliati, istruzione, lavoro e attività collettive

The thesis is born from the interest in the potential for urban redevelopment resulting from the large disused military settlements within the city of Milan. Particularly, the project thesis on the former barracks Montello faces the issue of the recovery of an area of considerable extension and well-established within the urban fabric, and, for this reason, identified by the PGT of Milan as an Area of Urban Transformation; a space that, although enclosed within its walls, is still able to tell a double story, its own and that of the evolution of the territory that surrounds it. The preliminary analyzes carried out on the former barracks and on the surrounding areas, have brought to light a plurality of favorable conditions for the return of this space to citizens, trying to face at the same time some of the most pressing social problems, such as overcrowding of prisons, reception of the immigrant population, and the lack of housing for the weakest sections of the population. The term reconnection has accompanied this thesis work in all its phases, assuming a guiding role for every single intervention carried out on the area; the first approach was to trace the main lines of the project, developing them with the aim of reintegrating the former barracks in the urban body to make it accessible to the surrounding area through a system of accommodation, services and collective equipment. The final image is that of an area in which it is possible to prefigure new spaces for the community as temporary accommodation, gymnasium, study environments, for work training, exhibition spaces, preserving, where necessary, the original buildings protected by the Superintendence as historical assets and creating a spatially circumscribed plant between the existing walls and at the same time able to giving back to the city of Milan a piece of its history, forgotten for too long time.

La tesi nasce dall’interesse per le potenzialità di riqualificazione urbana derivanti dagli ingenti insediamenti militari dismessi all’interno della città di Milano. In particolare, la tesi progettuale sulla ex Caserma Montello affronta il tema del recupero di un’area di notevole estensione e ben consolidata all’interno del tessuto urbano, e, per questo, individuata dal PGT di Milano come Ambito di Trasformazione Urbana; uno spazio che, seppur racchiuso tra le proprie mura, è ancora in grado di raccontare una duplice storia, la propria e quella dell’evoluzione del territorio che la circonda. Le analisi preliminari svolte sulla ex Caserma e sulle aree limitrofe, hanno portato alla luce una pluralità di condizioni favorevoli per la restituzione di questo spazio ai cittadini, cercando di affrontare allo stesso tempo alcune delle più pressanti problematiche sociali, come il sovraffollamento delle carceri, l’accoglienza della popolazione immigrata, e la mancanza di alloggi per le fasce più deboli della popolazione. Il termine riconnessione ha accompagnato questo lavoro di tesi in tutte le sue fasi, assumendo un ruolo guida per ogni singolo intervento effettuato sull’area; il primo approccio è stato quello di tracciare le direttrici principali del progetto, sviluppandole poi con l’obiettivo di reintegrare lo spazio della ex caserma nel corpo urbano per renderlo fruibile, infine, a tutto il territorio circostante attraverso un sistema articolato di alloggi, servizi e attrezzature collettive. L’immagine finale è quella di un’area in cui è possibile prefigurare nuovi spazi per la collettività come alloggi temporanei, palestra, ambienti per lo studio, per la formazione al lavoro, spazi espositivi, preservando, ove necessario, gli edifici originari vincolati dalla Sovrintendenza come beni storici da preservare e realizzando un impianto spazialmente circoscritto tra le mura esistenti e al contempo capace di restituire alla città di Milano un pezzo della propria storia, per troppo tempo dimenticato.
