In the traditional sense, measures to protect health and safety of workers shall aim to improve working conditions and to minimize the possibility of injury. However, health and safety are concepts extremely interrelated: the legislative body on health and safety of workers sets out the protection of physical integrity and the moral personality of workers as a key element. Legislative Decree 81/2008 also defines a concept of health as a “broader vision of complete physical, mental and social wellbeing, which is not merely an absence of harm or illness” (art.2). The concept of safety related to the state of well-being and to the organization of work introduces a more thorough approach to the prevention system and to the central role of information and training systems for workers. The scope of work is to elaborate a multidisciplinary model suitable to individuate critic activities influencing, more than others, worker safety, conceived as the general state of “well-being”. This methodology, utilizing specific key enters and quick evaluation, allows synthetic risk estimation to decide which professional hazards will be primarily approached, to “optimize human well-being and overall system performance”. The resulted corrective actions, if designed considering multiple necessity, could represent a resource able to solve criticalities and increase the overall efficiency of the system itself. This approach doesn’t substitute the classical one, but it represents an additional element able to make up to classical risk approach gap with the general concept of safety as well-being, directing corrective actions through a multidisciplinary approach.
Nel senso tradizionale, le misure volte a proteggere la salute e la sicurezza dei lavoratori devono mirare a migliorare le condizioni di lavoro e ridurre al minimo le possibilità di lesioni. Tuttavia, salute e sicurezza sono concetti estremamente interconnessi: l'organo legislativo in materia di salute e sicurezza dei lavoratori definisce la protezione dell'integrità fisica e psicologica dei lavoratori come un elemento chiave. Il decreto legislativo 81/2008 prende inoltre in considerazione il concetto di salute inteso come una "visione ampia del completo benessere fisico, mentale e sociale, che non è semplicemente un'assenza di danno" (art.2). Il concetto di sicurezza relativo allo stato di benessere e all'organizzazione del lavoro introduce un approccio più completo al sistema di prevenzione e al ruolo centrale dei sistemi di informazione e formazione per i lavoratori. Scopo del lavoro è quello di elaborare un modello multidisciplinare adatto ad identificare attività critiche che influenzino, più di altre, la sicurezza dei lavoratori, concepita come stato generale di "benessere". Questa metodologia, che utilizza input chiave specifici e valutazioni rapide, consente la stima sintetica del rischio per decidere quali rischi professionali saranno principalmente affrontati e per "ottimizzare il benessere umano e le prestazioni generali del sistema". Le azioni correttive risultanti, se progettate tenendo conto di molteplici necessità, rappresentano una risorsa in grado di risolvere le criticità e aumentare l'efficienza complessiva del sistema stesso. Questo strumento non è inteso come un sostituto del processo di valutazione del rischio, ma piuttosto come un supporto multidisciplinare per identificare i pericoli presenti nell'azienda per i quali è necessario implementare un processo di cambiamento.
