According to the estimations of the Department of Economic and Social Affairs of the United Nations, the great majority of the world population (about 66%) will live in urban areas by 2050. For this reason, a city able to provide efficient services to its citizens and that is sustainable is a fundamental need. Smart City is the answer to these necessities and it will be the focus of this thesis work. After a definition of the Smart City phenomenon, we will go into the details of the Italian situation in order to deepen its diffusion, the barriers faced by municipalities, the main projects carried out. The information was collected through a survey conducted at national level, which has involved the Italian municipalities with more than 15.000 inhabitants (745 municipalities, with a response rate of about 15%), and through the analysis of secondary sources. For the realization of an efficient Smart City, collaboration of a variety of different actors is required. Not only public administration but also private companies play a decisive role thanks to their knowledge, skills and know-how. Consequently, the relationships between public and private actors were deepened. Starting from the analysis of some successful foreign cases, we went thoroughly into some Italian private initiatives, analysing existing public-private partnerships, barriers, and the emerging roles of PA toward Smart City projects.
Secondo le stime del Department of Economic and Social Affairs delle Nazioni Unite, entro il 2050 la maggior parte della popolazione mondiale si concentrerà in aree urbane. Per questo motivo, una città capace di offrire servizi efficienti ai suoi cittadini e che sia sostenibile diventa una fondamentale necessità. In questo contesto si colloca la Smart City, oggetto del presente lavoro di tesi. Dopo aver definito il fenomeno della Smart City, si andrà nel dettaglio della situazione italiana per approfondirne la diffusione, le problematiche riscontrate dai comuni nell’implementazione, i principali progetti sviluppati. Le informazioni sono state raccolte attraverso una survey svolta a livello nazionale, destinata ai comuni italiani con più di 15.000 abitanti (745 comuni, con tasso di risposta di circa il 15%), e attraverso l’analisi delle fonti secondarie. Per la realizzazione di una Smart City efficiente è richiesta la collaborazione di una pluralità di attori diversi. Non soltanto la pubblica amministrazione, ma anche le aziende private svolgono un ruolo determinante attraverso le loro conoscenze, competenze e know-how. Con tale consapevolezza, si è andati a fondo nelle relazioni esistenti tra attori pubblici e privati. Partendo dall’analisi di alcuni casi esteri di successo, si è poi passati ad alcuni approfondimenti relativi a iniziative private italiane, analizzando le partnership pubblico-private esistenti, le barriere e i ruoli emergenti assunti dalla PA nei progetti Smart City.
