Public-private partnership in the health care system : a survey on the process and development of a new model

This work proposes to study how the Public-Private Partnerships model is applied in the healthcare sector. Particular attention is given to the study of existing cases (Anglo-Saxon and national) on their implementation and especially on the criticalities found in the projects and in the model. The questions that will be asked to answer are: How do you develop a model in Partnership? How is this tool applied to the hospital? What are the criticalities found in the model and in particular how can they be solved? To answer these questions, a new model is being developed that aims to solve the critical points of the existing model, identifying the most weaknesses in the implementation of healthcare works (through a case study). The Case Investigation is carried out to identify the most serious risk phase, critical to the Partnership process, in order to achieve a more effective model. The new model envisages the creation of a new component in existing figures in such a way as to: address these, reduce all the criticalities encountered during the investigation and eliminate that formative asymmetry between the components of a partnership contract.

Il lavoro si propone di studiare come venga applicato il modello di Partenariato Pubblico-Privato in ambito sanitario. L’attenzione viene posta in particolar modo sullo studio di casi esistenti (in ambito anglosassone ed nazionale) sulla loro realizzazione e soprattutto sulle criticità riscontrate nei progetti e nel modello. Le domande a cui si cercherà di dare una risposta sono: come si sviluppa un modello in Partenariato? In che modo tale strumento è applicato in ambito ospedaliero? Che criticità vengono riscontrate nel modello e in particolare come possono essere risolte? Per rispondere a tali domande viene sviluppato un nuovo modello che ha lo scopo di risolvere, identificando le maggiori criticità nella realizzazione di opere sanitarie (tramite un indagine dei casi), i punti deboli del modello esistente. L’indagine dei casi viene effettuata per identificare la fase di maggior rischio, criticità del processo di Partenariato, per poter realizzare un modello più efficace possibile. Il nuovo modello prevede la creazione di un nuovo componente nelle figure già esistenti in modo tale da: approcciarsi a quest’ultime, ridurre tutte le criticità riscontrate nella fase di indagine e eliminare quell’asimmetria formativa tra i componenti di un contratto di Partenariato.
