Il ruolo di Lecco in una riqualificazione made in Italy della siderurgia e delle sue seconde lavorazioni

The present thesis aims at a made-in-Italy redevelopment of Lecco and national steel industry. Starting from the analysis of Istat data, we have identified the sectors historically and still strong in Lecco economy, namely molding and drawing. The last one has been examined in detail, thanks to face-to-face meetings with the main actors of this sector. A general look at the national steel industry allowed us to propose the installation of a pre-reduction sistem in Piombino, for a higher quality of the raw material available in Italy. In the specific contest of Lecco, the presence of medium and small sized industries permits to recognize the typical characteristics of a made – in – Italy production, but the mental closure that affects the businessmen prevents them from collaborating as an industrial district. It is therefore proposed the introduction of a series of functions that aim to create cooperation, a net among the companies, as well as the drawing up of an agreement between the raw material suppliers and their users, the owners of the wire drawing companies, in order to reduce the percentage of purchases currently made abroad and to improve the product personalization. To support the industrial redevelopment, we also propose a series of urban operations to reduce the traffic, currently high due to some mistakes in the street’s hierarchy. In detail, we support the construction of a new fast-flowing street and the completion of the junction at the head of the bridge named Manzoi, the main access point to the city, as well as the project of a complete and extensive cycle network throughout the urban fabric.

La presente tesi mira ad una riqualificazione made in Italy del comparto siderurgico lecchese e nazionale. A partire dall’analisi dei dati Istat sono stati individuati i settori storicamente e tutt’ora forti dell’economia lecchese, ovvero lo stampaggio e la trafilatura, ed è stato approfondito nello specifico quest’ultimo, mediante incontri faccia a faccia con i protagonisti del settore. Uno sguardo generale alla siderurgia nazionale ha permesso di proporre l’installazione di un impianto di preriduzione a Piombino, per una materia prima di maggior qualità a disposizione della acciaierie italiane e, di conseguenza, dei trafilatori. In contesto lecchese è stata individuata la presenza di aziende di medio – piccole dimensioni, con caratteristiche tipiche del made in Italy, ma contraddistinte da una chiusura mentale che impedisce loro la collaborazione come distretto industriale. Si propone perciò l’introduzione di una serie di funzioni mirate alla creazione di cooperazione e rete stretta, oltre che un accordo da stipulare fra fornitori di materia prima, le acciaierie, e utilizzatori, i trafilatori, al fine di ridurre la percentuale di acquisti attualmente effettuati all’estero e consentire così una maggior personalizzazione del prodotto. A supporto della riqualificazione industriale vengono proposti una serie di interventi urbanistici mirati ad una decongestione del traffico, attualmente elevata a causa di una cattiva gerarchizzazione delle strade. Nello specifico, è stata prevista la realizzazione di un nuovo tratto a scorrimento veloce e il completamento dello svincolo in testa al ponte Manzoni, principale porta di accesso in Lecco, oltre che una rete ciclabile completa ed estesa su tutto il tessuto urbano.
