Nowadays the continuous expansion of cities and urban centres steals a non-renewable resource, limited and precious to present and future generations: the soil. Land and urban planning are the main actors involved in the management of this resource. In Lombardy the government of the territory takes place at three different scales, regional, provincial and municipal: the thesis work focuses on the latter and takes into consideration the urban instrument called the Territory Government Plan. The PGT is based on the concept of sustainable development, a type of development that meets the needs of the present generation without compromising the ability of future ones to respond to them: the PGT is directly responsible for the soil, its transformations, its protection and guarantees to the municipal area, in theory, a balanced development line in terms of settlement, services and environment. In order to guarantee this balance, the Municipality identifies areas where it is possible to install new functions adapted to the dynamics underway: it is in these forecasts that the soil, a non-renewable resource, can be consumed. The thesis work aims to verify that the identification of these areas, especially those involving free soils, is based on scientific and comprehensible methods: in this regard a sample of Municipalities and the variable to be studied, residential settlement capacity, have been identified, engine of municipal development. The regulatory scenario concerning soil has seen recent developments in the European, national and regional context: an estimate of land consumption will be proposed according to the three legislative scenarios and critically analysed the adhesions and differences between these three. The estimation of the environmental effects will finally give a considerable weight to the planning choices, showing how the choices at the local level can impact different components up to the global scale. Finally, a reasoning on the costs incurred by the Administrations for drafting documents constituting the PGT is proposed, in order to complete the overview on territorial governance
Al giorno d’oggi la continua espansione delle città e dei centri urbani sottrae una risorsa non rinnovabile, limitata e preziosissima alle presenti e future generazioni: il suolo. La pianificazione territoriale e l’urbanistica sono i principali attori in gioco nella gestione di questa risorsa. In Lombardia il governo del territorio avviene a tre diverse scale, regionale, provinciale e comunale: il lavoro di tesi si concentra su quest’ultima e prende in considerazione lo strumento urbanistico denominato Piano di Governo del Territorio. Il PGT si basa sul concetto di sviluppo sostenibile, un tipo di sviluppo che soddisfa i bisogni della presente generazione senza compromettere la capacità di quelle future di rispondere ai loro: il PGT è il diretto responsabile del suolo, delle sue trasformazioni, della sua tutela e garantisce, in via teorica, al territorio comunale una linea di sviluppo bilanciata in termini insediativi, di servizi e ambientali. Il Comune, per garantire questo equilibrio, individua delle aree dove poter insediare nuove funzioni adatte alle dinamiche in atto: è in queste previsioni che il suolo, risorsa non rinnovabile, può essere consumato. Il lavoro di tesi vuole verificare che l’individuazione di queste aree, soprattutto quelle che coinvolgono suoli liberi, si basi su metodi scientifici e comprensibili: a tal proposito è stato individuato un campione di Comuni e la variabile da studiare, la capacità insediativa residenziale, motore dello sviluppo comunale. Lo scenario normativo riguardante il suolo ha visto dei recenti sviluppi nel contesto europeo, nazionale e regionale: verrà proposta una stima del consumo di suolo secondo i tre scenari legislativi e criticamente analizzate le aderenze e le differenze tra questi tre. La stima degli effetti ambientali darà infine un peso non indifferente alle scelte di pianificazione dimostrando come le scelte a livello locale possono impattare diverse componenti fino alla scala globale. È infine proposto un ragionamento sui costi sostenuti dalle Amministrazioni per la redazione dei documenti costituenti il PGT, al fine di completare la panoramica sul governo del territorio
