Regeneration of public buildings through social innovation : the Avanzi case as a debate for shared approach

The path that develops within this thesis starts analysing the trend to date on the issue of the management of public buildings listing the instruments and the actors that are part of it. From the different norms in the national field it then passed to an analysis on the typologies and motivations of abandonment of real estate that leads to the actual debate: The theme of the reactivation of public buildings for social purposes, whose management is entrusted to external subjects to the Public Administration, discussed and analysed by “Avanzi – Sostenibilità per azioni”. The discussion focuses on issues that are at the top of the urban policy agenda, concerning strategies, viable models, processes to be activated, and the subjects to be involved. Despite the numerous experiments, several knots are still to be dissolved and possible solutions are not debated. In the following chapters it intends to offer a contribution in this sense, identifying priority issues and suggesting possible answers that emerge from the experiences analysed. The aim is to stimulate debate for a shared approach to the social reactivation of public buildings. Therefore, system projects are presented at the municipal, regional and national levels, with the aim of creating the conditions for a considerable number of reactivations and, finally, some cases of regeneration of public spaces throughout the country. These show the variety of approaches, processes and contents of social regeneration, realized with the most diverse forms of public-private partnership.

Il percorso che si sviluppa all’interno di questa tesi parte analizzando il trend ad oggi sul tema della gestione degli immobili pubblici elencando gli strumenti e gli attori che ne fanno parte. Dalle diverse norme in ambito nazionale si è poi passati ad un’analisi sulle tipologie e sulle motivazioni di abbandono di immobili che porta al dibattito vero e proprio: Il tema della riattivazione a fini sociali di immobili pubblici, la cui gestione è affidata a soggetti esterni alla Pubblica Amministrazione, discusso e analizzato da Avanzi – Sostenibilità per azioni. La discussione è incentrata su questioni che sono oggi in cima all’agenda delle politiche urbane, riguardanti le strategie, i modelli praticabili, i processi da attivare, i soggetti da coinvolgere. Nonostante le numerose sperimentazioni, diversi nodi sono ancora da sciogliere e le possibili soluzioni poco dibattute. Nei seguenti capitoli intende offrire un contributo in tal senso, identificando questioni prioritarie e suggerendo possibili risposte che emergono dalle esperienze analizzate. L’obiettivo è suscitare un dibattito per un approccio condiviso alla riattivazione sociale di immobili pubblici. Vengono quindi presentati progetti di sistema, a livello comunale, regionale e nazionale, che hanno l’obiettivo di creare le condizioni per un numero considerevole di riattivazioni e in fine alcuni casi di rigenerazione di spazi pubblici su tutto il territorio nazionale. Questi mostrano la varietà di approcci, processi e contenuti delle rigenerazioni sociali, realizzate con le più diverse forme di partenariato pubblico-privato.
