The purpose of the present thesis work is the investigation and the analysis of a suitable solution for the management of public housing, that available to companies in charge of the management of this type of assets, provides them with a useful instrument, aimed at the correct and efficient governance of the properties; The necessities and the requirements for the management of such real estate assets will be traced and highlighted through the reading and the examination of scientific papers, of European and Italian researches and of specific regulations in force in the Italian scenario, on which the present research is focused. The thesis develops around four key research questions that have emerged during the investigation of the current national and European scenario, from which significant changes at social level stood out, like for example: the continuous changes in the composition of family units and in the needs of tenants, or the increase of the “weak” population group to be assisted, together with the necessity of the State in developing a more effective management of public assets, both from the qualitative and from the financial viewpoint. The duality financial sustainability – quality level of the offered services will become incisive and fixed parameters to be considered during the present analysis and the subsequent proposal. The design and the proposal of an ideal system are headed by the identification of the fundamental operations carried out by housing companies, managing public housing assets and their graphical representation, by hypothesising that these non-integrated instruments, that are unable to interface with each other and exchange data flows and that hence generate misaligned activities and processes. The methodology subsequently adopted consists in the representation of the identified processes within a system able to integrate all the information to be managed and to offer solutions that facilitate the performance of the activities that operators shall accomplish, following the information flows coming from the management of real estate assets and linking the obtained information. Finally, further benefits that an integrated information system can generate will be illustrated, such as the restructuring and reorganization of the company and the possibility of offering additional, non-core, non-landlord services for the company, but that are capable of generating benefits both from an economic and from a qualitative point of view, in a perspective of innovative management through digital tools.
Lo scopo della presente tesi è la ricerca e l’analisi di una soluzione valida per la gestione del patrimonio di edilizia residenziale pubblica, che a disposizione degli enti che gestiscono questa tipologia di beni, costituisca uno strumento utile mirato al corretto ed efficace management del patrimonio. Le necessità e le esigenze per il governo di tali beni patrimoniali saranno tracciate ed evidenziate mediante la lettura e la disamina di ricerche effettuate a livello europeo ed italiano, di articoli scientifici e di regolamenti specifici, vigenti nello scenario italiano, sul quale la presente ricerca si focalizza. La tesi si sviluppa attorno a quattro domande chiave emerse dall’indagine del presente contesto nazionale ed europeo, dal quale sono spiccati impattanti cambiamenti a livello sociale, quali: il mutamento della composizione familiare delle esigenze degli utenti dell’edilizia pubblica o l’aumento della fascia di popolazione debole da assistere, insieme ad una necessità dello Stato di efficientare la gestione di questa gamma di beni, cercando di offrire un servizio efficiente sia dal punto di vista della qualità che dal punto di vista finanziario. La dualità sostenibilità finanziaria – livello qualitativo dei servizi offerti saranno i parametri significativi e fissi da considerare durante la presente analisi e successiva proposta. Il disegno e la proposta di un sistema ideale sono preceduti dall’individuazione delle operazioni fondamentali da effettuare da parte degli enti che gestiscono patrimonio di tipo residenziale pubblico e dalla loro rappresentazione grafica, ipotizzando l’impiego di strumenti non integrati, che non sono in grado di interfacciarsi e di scambiare flussi di dati e che generano una serie di attività e processi discontinui e disgiunti. La metodologia adottata successivamente consiste nel rappresentare i processi individuati all’interno di una piattaforma in grado di integrare tutte le informazioni da gestire e di offrire soluzioni che favoriscano lo svolgimento ottimale delle attività degli operatori, seguendo i flussi informativi derivanti dall’attività di gestione del patrimonio e congiungendo le informazioni ottenute. Infine, verranno illustrati ulteriori benefici che un sistema informativo integrato può generare, come ad esempio la ristrutturazione e riorganizzazione aziendale e la possibilità di offrire servizi aggiuntivi, non-core per l’azienda, ma in grado di generare benefici sia da un punto di vista economico che da un punto di vista qualitativo, in un’ottica di gestione innovativa mediante strumenti digitali.
