Una struttura ricettiva specializzata per la preparazione atletica a Livigno. La riqualificazione dell'ambito di trasformazione del fronte lago

The present work aims at investigating a workable project of a hospitality structure for athletes designed in a wide equipped park near Livigno lakefront, after studying the condition of the town’s natural landscape. The redevelopment of the frontlake area has a key role in the qualitative upgrading of Livigno public spaces, a role well outlined by the urban tools, which serve to contrast the negative effects of urban expansion, thus ensuring the environmental safeguard through the sustainable development of its changing areas. The study divides into five parts. In the first one, I will introduce a theoretical background of the landscape, then I’ll describe the Alpine territory of Livigno, suggesting a reflection on the existing relation between landscape and architecture. In the second and third parts, I will illustrate the analysis of the urban tools, with reference to Livigno territorial areas, devoting special attention to the study of landscape. The intent is analysing the actual functioning of the area’s governmental plans, identifying their effects on both the whole territory and the specific changing areas resulting from the plans’ realization. In the fourth part, I will shed light on the sport centres showing how the structures for the Olympian training of the Italian and Swiss national teams actually work. The objective of such research is to outline the functions and services provided by the national federations to their athletes, thus finding out the terms for comparison at the base of my work. In the fifth part, I will investigate the project of a specialized hospitality structure for athletes in its typological and functional aspects, as well as the relations to the larger project of an equipped sport park. To conclude, my thesis will demonstrate how the intent to create an equipped sport park is in line with the redevelopment of Livigno frontlake, totally respecting and adding value to the existing territory and environment.

Questo lavoro nasce dall'intento di verificare la possibilità di una proposta di tesi che, da una riflessione sulla condizione del paesaggio naturale di Livigno, propone il progetto di una struttura ricettiva per atleti inserita in un ampio parco attrezzato nei pressi del fronte lago di Livigno. La riqualificazione dell'area del fronte lago ha un ruolo chiave nell'ottimizzazione qualitativa degli spazi aperti di Livigno, ruolo definito da strumenti urbanistici che mirano a contrastare gli effetti negativi dell'espansione del tessuto urbano, garantendo la tutela del territorio tramite lo sviluppo sostenibile dei suoi ambiti in trasformazione. Il lavoro si articola in cinque parti. Nella prima parte, da un inquadramento teorico sul tema del paesaggio descrivo il contesto alpino di Livigno conducendo ad una riflessione sulla relazione esistente tra architettura e paesaggio. Nella seconda e terza parte propongo una lettura degli strumenti urbanistici in riferimento agli ambiti territoriali di Livigno, con particolare attenzione allo studio del paesaggio. L'obiettivo è analizzare il funzionamento degli strumenti di governo del territorio, misurando gli effetti sull'intero territorio e sui singoli ambiti di trasformazione che derivano dalla loro attuazione. Nella quarta parte, mi concentro sui centri sportivi descrivendo il funzionamento delle strutture di preparazione olimpica delle squadre nazionali italiana e svizzera. Lo scopo di questa ricerca è individuare le funzioni e i servizi offerti dalle federazioni nazionali ai propri atleti, definendo così i termini di paragone che guidano il mio progetto di tesi. Nella quinta parte descrivo la proposta progettuale di una struttura ricettiva specializzata per atleti, nei suoi aspetti tipologici e funzionali, e i rapporti instaurati con il disegno più generale di un parco attrezzato per lo sport. In conclusione, il mio lavoro vuole dimostrare come l'intenzione di creare un parco attrezzato per lo sport sia coerente con la riqualificazione dell'ambito del fronte lago di Livigno, a tutela e valorizzazione del territorio e dell'ambiente esistente.
