The issue of youth unemployment in Italy is now known for the national press, the way in which the problem is dealt with by the media and institutions is often linked to macroeconomic data, without ever really tackling the structural causes and without imagining possibilities for medium-term/long term solution that differs from legislative maneuvers. Italy, and in particular the South, is distinguished from the major European countries, but not only because it presents very high incidence of Neet, young people who do not study or work, but above all for the high quality of education of many of them. It was originally the Neet was a life condition, today it represent a real alarm on the state of society, which gives rise to the "brain drain" or the concept of "lost generation": young people without perspectives and tools to get out of their condition. What are the causes? They are often accused of laziness and unwillingness to get involved, but a more objective analysis is needed. Technology is changing the market very quickly: is their formation preparing for the 21st century challenges? Is the production system ready and responsive to seize the opportunities for innovation from the youngest? The thesis aims to respond to an analysis of the Italian situation, current policies and new paradigms related to innovation and education, presenting a design solution that aims to reduce skill mismatch and promote an approach to design-based policymaking. Thanks to the involvement of the Bari Open Source School, educational institute, research and consulting center for industry, commerce and crafts, it is possible to think about reducing the mismatch between the educational sector and the network production sector putting in network Neets, SMEs, institutions and trade associations to stimulate and implement new business projects related to the local context, training at the same time the skills of young people and promoting design capabilities within companies.
Il tema della disoccupazione giovanile in Italia è ormai ricorrente sia sulla stampa nazionale che nel dibattito pubblico, mq il modo in cui il problema viene affrontato dai media e dalle istituzioni è spesso legato ai dati macroeconomici, senza mai affrontare realmente le cause strutturali e senza immaginare delle possibili soluzioni a medio/lungo termine diverse da manovre legislative. L’Italia, e in particolare il Meridione si distingue dai maggiori Paesi Europei non solo perché presenta un’altissima incidenza di Neet, giovani che non studiano e non lavorano, ma soprattutto per l’alta qualità dell’istruzione di molti di essi. Se in origine il Neet era sintomo di un disagio sociale esistente, oggi essere Neet in Italia è un vero e proprio campanello d’allarme sullo stato della società, che dà luogo alla “fuga dei cervelli” o al concetto di “generazione perduta”: giovani senza prospettive e strumenti per uscire dalla propria condizione. Quali sono le cause? Spesso i giovani sono accusati di pigrizia e scarsa voglia di mettersi in gioco, ma un’analisi più oggettiva dovrebbe valutare tutte le variabili del sistema: i giovani vengono formati adeguatamente? La tecnologia sta cambiando il mercato molto velocemente: la loro formazione li sta preparando alle sfide del 21esimo secolo? Il sistema produttivo è pronto e reattivo per cogliere le opportunità d’innovazione portate dai più giovani? La tesi si prefigge l’obiettivo di rispondere a queste attraverso un’analisi della situazione italiana, delle policy in atto e dei nuovi paradigmi legati all’innovazione e all’educazione, presentando una soluzione progettuale che mira a ridurre lo skill mismatch e a promuovere un approccio design-driven al policymaking. Grazie al coinvolgimento della Scuola Open Source di Bari, neonato istituto didattico, centro di ricerca e consulenza - artistica e tecnologica - per l’Industria, il Commercio e l’Artigianato (digitale e non), è possibile pensare di ridurre il mismatch esistente fra il settore educativo e quello produttivo mettendo in network sul territorio Neet, PMI, istituzioni e associazioni di categoria per stimolare e realizzare nuovi progetti imprenditoriali legati al contesto territoriale, formando allo stesso tempo le competenze dei giovani e promuovendo le design capabilities all’interno delle aziende.
