The thesis develops an answer to the case study put forward by the European 14 competition for the city of Amsterdam, stressing themes such as the avoidance of soil consumption, urban densification and the regeneration of peripheral areas. The design opportunity stems from the demolition of two multi-storey car parks in Bijlmermeer, emblematic public housing neighborhood realized between the ‘60s and ‘70s in the outskirts of the city. After a close reading of the area – initially defined by principles of rigid separation between functions and fluxes – the design proposal suggests the establishment of a new mixed-use neighborhood. The project aims to be related to the peripheral context, while also stimulating an alternative development of the surrounding urban fabric. The project proposal is based on the compact city model, characterized by a density of population suitable to stimulate social relations and a close relationship between the inhabited space and the built space. The proportions of the consolidated city have been re-elaborated and proposed in the design of the public space, which regulates the proportions between full and empty, streets and built, project and existing. The insertion of the six courtyard blocks re-proposes, at the neighbourhood scale, strategies and approaches highlighted by the recent examples of Dutch urban residences, ensuring an adequate sizing of private housing and collective services. The theme of the productive city combines the search for a relationship between residence, commerce and urban manufacturing within the same district with the need to obtain an adequate functional mix capable of meeting the needs of contemporary economy. The theme of nature is developed through a model of interpenetration between built environment, public space and urban greenery: an opportunity for social integration and a more environmentally sustainable neighborhood. The characteristics of Bijlmermeer – common to many European urban peripheries – combined with the universality of the themes developed, make the proposed design approach potentially adaptable to other projects of urban densification.
La tesi elabora una risposta progettuale al caso sollevato dal concorso Europan 14 per la città di Amsterdam, che pone l’accento su temi quali il non consumo di suolo, la densificazione urbana e la rigenerazione delle periferie. L’occasione progettuale nasce dalla demolizione di due parcheggi multipiano situati a Bijlmermeer, emblematico quartiere di edilizia pubblica realizzato a cavallo degli anni Sessanta e Settanta ai margini della città. In seguito a una lettura critica del quartiere - fondato sui principi di rigida separazione delle funzioni e dei flussi - il lavoro di tesi propone l’insediamento di un nuovo quartiere ad uso misto. Il progetto mira a relazionarsi con il contesto periferico stimolando al contempo uno sviluppo alternativo del tessuto urbano circostante. Alla base della proposta progettuale vi è il modello della città compatta, caratterizzata da una densità abitativa adeguata a stimolare le relazioni sociali e da uno stretto rapporto tra lo spazio abitato e lo spazio costruito. Le proporzioni della città consolidata sono state rielaborate e riproposte nel disegno dello spazio pubblico, il quale regola le proporzioni tra pieni e vuoti, strade e costruito, progetto ed esistente. L’innesto dei sei lotti a corte ripropone, alla scala del quartiere, strategie e approcci evidenziati dai recenti esempi di residenza urbana olandese, garantendo un dimensionamento adeguato degli alloggi privati e dei servizi collettivi. Il tema della città produttiva coniuga la ricerca di una relazione tra residenza, commercio e manifattura urbana all’interno dello stesso quartiere con la necessità di ottenere un’adeguata mixité funzionale in grado di accogliere le istanze dell’economia contemporanea. Il tema della natura, infine, viene sviluppato attraverso un modello di compenetrazione tra costruito, spazio pubblico e verde urbano. Questo diviene occasione di integrazione sociale tra gli individui, garantendo inoltre una maggiore sostenibilità ambientale al quartiere. Le caratteristiche del quartiere di Bijlmermeer - comuni a molte periferie urbane europee – unite all’universalità dei temi sviluppati rendono lo schema progettuale proposto potenzialmente adattabile ad altri progetti di densificazione urbana.
