Università in città alta. Linee guida per una nuova politica sui tessuti storici di Bergamo

The aim of this research is to outline the guidelines for the valorisation of the historical city centre of Bergamo, through a careful study and analysis on the relationship between the university and the city. According to this purpose, I tried to delineate, through three different case studies (Urbino, Piacenza and Mantova) what is "the ideal university" that goes to prefigure in the historical centre and create political actions and regulations that aim at the renovation of Città Alta. The actions developed are some of the possible choices related to the university that can be suggested to foster the vitality of Bergamo Alta, but it is important to underline how these interventions do not have to eliminate what already exists. The city, in fact, is an organism in continuous evolution and to govern it it is necessary to start from the knowledge of the situation in being and to graft on it corrective able to improve the orders and the balances. Depopulation, "gentrification" or "improper" residential uses will not disappear from Città Alta and, for this reason, it is important to govern and to balance them and a great service like the university can be a starting point to do it or a sort of "restorer engine".

Lo scopo di questa ricerca vuole delineare delle linee guida per la valorizzazione del centro storico di Bergamo, attraverso un attento studio e analisi di quello che è il rapporto fra l’università e la città. A questo scopo si è cercato di delineare, attraverso tre differenti casi studio (Urbino, Piacenza e Mantova) qual è “l’università ideale” che si va a prefigurare nel centro storico per poi creare delle azioni politiche e normative che mirano al risanamento di Città Alta. Le azioni sviluppate sono alcune delle possibili scelte legate all’università che si possono suggerire per favorire la vitalità di Città Alta. È importante però sottolineare come questi interventi non debbano eliminare ciò che già esiste. La città, infatti, è un organismo in continua evoluzione e per governarla occorre partire dalla conoscenza della situazione in essere e innestare su di essa correttivi capaci di migliorarne gli assetti e gli equilibri. Lo spopolamento, la “gentrification” o gli usi residenziali “impropri” non scompariranno da Città Alta ed è proprio per questo che è importante governarli e riequilibrarli e un grande servizio come l’università può essere un punto di partenza o un “motore restauratore”.
