In this historic period in which the pressure of migration to Europe is increasing, and in which the focus of political security in the protection of borders has been sharpened, the Mediterranean coast has become critically important in the international debate regarding a series of immigration emergencies. This has provoked the countries involved to re-examine the management of immigration and to review the obsolete or inadequate approaches currently being applied. In the vast number of territorial borders playing a major role within this setting, is Sicily, a land that has been at the centre of migration for centuries. It has become the frontline European port of approach, transforming it into a crisis centre, a theatre in which a rotating succession of negative incidents has put to the test, the entire Italian system of migrant reception. The resulting precarious and distressing situations that have emerged, however, took root in the territory of Sicily as a result of decades of immigration mismanagement and in the shortcomings of directives regarding integration, and consequently has led to an increase in organized crime. Inadequate or non-existent regulations have opened the door to incidents of day labourers exploitation in rural areas, to the establishment of inhumane living conditions and to the creation of segregated spaces which deny the right to the city of potential new citizens. In a social and territorial setting such as exists in Sicily, the issues previously mentioned are further compounded by having to coexist with the already problematical marginalized rural areas and urban centres excluded from the public mobility network. Through a territorial redevelopment project, we offer the opportunity to reflect on the role that the space may play in contributing to the theme of initial migrant reception, and at the same time, seeking to resolve the problems of the territory and thus helping the local communities. The areas involved are those situated between the Valle del Belice and Agrigento which is identified as a colorful portrait of tangible and intangible goods, traditions, archeologies, landscapes, both cultural and cultivated, all of which have been removed from the public domain, left unprotected and also held hostage by the threat of declining population, of illegal construction and of isolation. The question of isolation is the departure point of this thesis project, which suggests a proposal for the transformation of the abandoned narrow gauge railway line from Castelvetrano to Agrigento, into a cycle path. Such an opportunity, which falls within the law regarding the reuse of abandoned railway lines, passed in the Senate in January 2017 by the Commissione Lavori Pubblici, has been interpreted as an occasion to give back to the territory a space for slow mobility and as a solution which can provide dignity, also to new citizens, within their precarious conditions, and to generate feelings of belonging and well being regarding public space. A system of new resources and services has been planned along the route which is seen as the backbone and reference point for the connection of rural zones, tourist sites and urban centres. These points will be strategic in providing new public spaces and new methods of accessing historic centres. The new infrastructure will also function as a catalyst for the revitalisation of specific decaying heritage buildings which are currently abandoned and thus provide the possibility of being used as renewed spaces and scenarios for interaction between local communities, new citizens and tourists.
In questa fase storica in cui l’incremento delle pressioni migratorie verso il continente europeo ha innescato l’acuirsi di politiche securitarie volte alla protezione dei confini, la frontiera del mediterraneo ha assunto rilevanza nel dibattito internazionale in quanto costellazione di emergenze che hanno chiamato gli stati interessati a produrre nuove risposte e a rivedere soluzioni di gestione dell’immigrazione obsolete o incomplete. Nel vasto panorama dei territori di confine protagonisti in questo quadro, la Sicilia, terra di migrazioni secolari, ha assunto un ruolo di prima linea come porto d’approdo del continente europeo trasformandosi in un contesto di crisi, teatro dell’avvicendarsi di una serie di episodi negativi che hanno messo alla prova l’intero sistema di gestione dell’accoglienza italiano. Le situazioni di precarietà e disagio emerse risultano, tuttavia, radicate nel territorio siciliano come esito di decenni di malagestione dell’immigrazione e di lacune nelle direttive sull’integrazione, con conseguenze di incursioni della criminalità organizzata. Regolamentazioni inefficaci o assenti hanno lasciato spazio a vicende di sfruttamento in ambiti rurali e al radicarsi di condizioni abitative disumane e forme di segregazione spaziale che negano ai potenziali nuovi cittadini il diritto alla città. In un contesto sociale e territoriale complesso come quello siciliano, le situazioni precedentemente citate si trovano inoltre a coesistere con le problematiche proprie di zone marginali come quelle delle aree rurali interne e dei centri urbani esclusi dalla rete della mobilità pubblica. Si propone, attraverso un progetto di riqualificazione territoriale, l’occasione di riflettere sul ruolo che il progetto dello spazio fisico può avere per contribuire al tema della prima accoglienza, al tempo stesso cercando di risolvere le problematiche del territorio, a favore della comunità insediata. L’area di interesse è quella compresa tra la Valle del Belice e l’agrigentino che si identifica come un variopinto quadro di beni materiali ed immateriali, tradizioni, archeologie, paesaggi culturali e colturali, sottratti al dominio pubblico e non tutelati, osteggiati altresì dalle minacce dello spopolamento, dell’abusivismo e dell’isolamento. La questione dell’isolamento è stata il punto di partenza del progetto di tesi, che propone la trasformazione della linea ferroviaria abbandonata a scartamento ridotto Castelvetrano - Agrigento, in pista ciclabile. Tale opportunità, inquadrata anche dal disegno di legge sul riuso delle ferrovie abbandonate approvato nel Gennaio 2017 dalla Commissione Lavori pubblici del Senato, è stata interpretata come occasione di restituire al territorio uno spazio per la mobilità lenta e come soluzione in grado di consentire, anche ai nuovi cittadini, di vivere con dignità la condizione precaria a cui sono sottoposti e di riuscire a generare fenomeni di appropriazione e riconoscimento dello spazio fisico. Un sistema di nuove risorse e servizi è stato definito lungo il percorso della linea che si configura come dorsale di riferimento degli spostamenti attraverso le zone rurali, i luoghi di interesse turistico e i centri urbani, dove si inserisce come asse generatore di nuovi spazi pubblici e nuove configurazioni dell’accessibilità ai centri storici. La nuova infrastruttura si pone infine come catalizzatore per la riattivazione di specifici frammenti del patrimonio edilizio ora in stato di abbandono, rilevando nei singoli contesti le possibilità per nuovi spazi e scenari di interazione tra comunità locale, turisti e nuovi cittadini.
