Ipotesi di sviluppo sostenibile a Robbio in Lomellina. Analisi critica del PGT

The work aims to critically analyze the current Territorial Government Plan, verifying what development model had foreseen, and in the light of the current economic crisis, how much and what has been implemented, relating it to the current need for development sustainable, proposing an alternative solution for the historic center. We started from the history and the geographical context, in order to frame the municipal territory in the current state, analyzing the critical aspects of road and transport, the main features identified in the Territorial Provincial Coordination Plan and the type of neighboring municipalities. We continued to verify the settlement capacity, from which emerged the oversizing of the PGT with a forecast of excessive land use, identifying which and how many areas of transformation, are not implemented and to be eliminated, with a view to reducing the consumption of soil . The major criticalities of the Plan related to the actual state of the territory of the Robbio municipality have emerged, such as the lack of main transport infrastructures and above all the absence of analysis of the historical center, which should be a real fulcrum around the which can rotate the social activities of a modern "polis". The solution presented provides for the pedestrianization of the most important streets of the historic center and the redesign of the main squares, as well as the recovery of signs of water, an important feature for agricultural realities especially rice fields like Robbio, currently present at the edge of the municipal territory.

Il lavoro si propone di analizzare in modo critico l’attuale Piano del Governo del Territorio, verificando quale modello di sviluppo aveva previsto, e alla luce del periodo attuale di crisi economica, quanto e cosa è stato attuato, rapportandolo alla necessità attuale di uno sviluppo sostenibile, proponendo infine una soluzione alternativa per il centro storico. Si è partiti dalla storia e dal contesto geografico, al fine di inquadrare il territorio comunale allo stato attuale, analizzando gli aspetti critici di viabilità e trasporti, le caratteristiche principali individuate nel Piano Territoriale di Coordinamento Provinciale e la tipologia dei comuni confinanti. Si è proseguito verificando la capacità insediativa, dalla quale è emerso il sovradimensionamento del PGT con una previsione di uso del suolo eccessiva, individuando quali e quante Aree di Trasformazione, risultano non attuate e da eliminare, in un’ottica di riduzione del consumo di suolo. Sono quindi emerse le criticità maggiori contenute nel Piano legate allo stato di fatto del territorio del comune di Robbio, come la mancanza di infrastrutture di trasporto principali e soprattutto l’assenza di analisi del centro storico, che dovrebbe essere un vero e proprio fulcro attorno al quale possano ruotare le attività sociali di una moderna “polis”. La soluzione presentata prevede la pedonalizzazione delle vie più importanti del centro storico e la riprogettazione delle piazze principali, nonché il recupero dei segni d’acqua, caratteristica importante per realtà agricole soprattutto risicole come Robbio, attualmente presenti ai margini del territorio comunale.
