The thesis focuses on the relationship between prison and urban context, particularly on the prison of Milano Bollate. The project process helped us on understanding the enormous complexity that the prison walls hide inside of them. To do this, our work embraced different fields of knowledge: the penal law, the administration, the history and last but not least, the society. Nowadays the penitentiary system in Italy has reached an impasse, which is hard to solve. According to Antigone Association, 2017 would have been the year when the penitentiary condition should have changed. Unfortunately the prison’s reform of June 2017, which would have given a contribution on the prisoners standard of living, is not yet approved and the country remains in the condition of impasse. The overcrowding, the unemployment and the other unsolved problems related to the penitentiary, seem to be forgotten by the society. Nevertheless, as Dostoevskij said-“The degree of civilization in a society can be judged by entering its prisons”, we as a society should raise awareness about the penitentiary. Architecture can play an important role on the social awareness. It can help make it possibile to open a gap in the prison walls and in the world they contain inside of them. Therefore, Architecture can connect the penitentiary system with its context. According to this aim, our thesis work reflects on the relation between penitentiary and society. Given the complexity of this topic and to have a better understanding of the penitentiary structure, we decided to start from a careful reading and interpretation of the European and the Italian case studies. We looked not only for models that had a functional organization and spaces inside the walls, but that also had a major connection with the city. By analyzing the arguments that concern both penitentiary and society, such as the affectivity and the meeting places, work and culture, the architectural project focuses on the “space between”, designing spaces that manage to enroll the connection between the two systems. Our will is to open and make more accessible the so closed prison building. The strategic choice foresees the introduction of a system that takes shape in the boundary between the prison and the city. The project has two main functions: the cultural centre and the agora, the place where the meeting between family and prisons happens. The cultural centre aims to connect the new system with the city, while the agora stands as a connection place between the penitentiary and the society. Both confine the prison’s front facade, looking out the big square that stands between our new system and the area in transformation. The rest of the building, which stands on the south border of the prison, is composed by other functions such as the co working area, atelier, cinema/theater, kindergarten and a guesthouse.
Il lavoro della tesi pone l’attenzione sul legame tra il carcere e la città, in specifico per il caso della Casa di Reclusione Milano - Bollate. Il progetto, come strumento di conoscenza, ci ha permesso di indagare l’enorme complessità presente all’interno della cinta muraria, coinvolgendo differenti sfere del sapere: la sfera giuridica, la sfera amministrativa, la sfera storica e infine quella sociale. D’altronde l’istituzione carcere racchiude in sè una molteplicità di parti tese al funzionamento di questa città nella città. Attualmente la situazione del sistema penitenziario italiano è in un momento di stallo. Secondo l’Associazione Antigone il 2017 sarebbe dovuto essere l’anno di svolta ma l’esecutività del progetto di Riforma delle carceri del Giugno 2017, che avrebbe il merito di elevare lo standard di vita del detenuto, non è stato ancora approvata e la delega scadrà il 3 Agosto. Il sovraffollamento, il basso tasso di occupazione e altre problematiche inerenti all’universo intra-moenia appaiono come un affare lontano dagli interessi della società. Eppure - citando l’aforisma di Dostoevskij - “il grado di civilizzazione di una società si misura dalle sue prigioni”, diviene chiara la necessità di una consapevolezza collettiva più estesa. La questione architettonica può rappresentare un trampolino di lancio verso una sensibilizzazione sociale, aprendo una breccia nelle mura carcerarie e nel mondo in esse contenuto. Il nostro lavoro si pone come punto di riflessione in questa corrispondenza tra carcere e società. Il progetto architettonico, pertanto, delimita degli spazi di incontro tra le due parti prendendo in esame temi cari e affini ad entrambe come l’affettività, il lavoro e la cultura. Prima di entrare nel merito della relazione tra carcere e società, si è scelto di iniziare con la conoscenza del sistema interno alle mura delle strutture detentive, cosicché, successivamente, consci dell’identità del “sistema carcere”, si potesse immaginare un dialogo di questa con il mondo al di fuori. Per la realizzazione del progetto si sono mostrate rilevanti anche le interviste con alcuni dei rappresentanti dell’istituzione carceraria italiana e alcuni professori dell’Università Statale di Milano al fine di comprendere i meccanismi amministrativi e giuridici, solo in apparenza lontani dall’architettura.
